HRD is seeking a highly motivated, enthusiastic, customer service and detail-oriented Performance Management Consultant (Staff Services Manager I Specialist) to assist managers and supervisors in the appropriate and timely application of the progressive discipline process and addressing the most sensitive/complex concerns related to performance and conduct in the workplace.

The Staff Services Manager I (Specialist), serves as a non-supervisory, highly skilled, organized, and experienced special consultant.  Responsibilities include but are not limited to providing guidance and expertise to CDPH managers and supervisors when handling sensitive/complex employee performance and conduct concerns, and administration of the state’s disciplinary process. We are seeking an individual that can both 1) guide on technical aspects of policy and discipline and 2) assist managers and supervisors to handle matters in a way that demonstrates trauma-informed principles (or similar employee engagement practices).

This position is part of the Performance & Policy Consultation Unit in HRD’s Strategic Talent Management and Development Branch (STMDB) and works in conjunction with the Performance & Training Compliance Management Unit (PTCMU). The STMDB is dedicated to our most important asset - our people; through fostering an environment that is engaging and encourages development.

  • Experience with personnel matters, to include: employee discipline, and interpreting laws, rules and regulations.
  • Ability to act independently, exercise initiative, flexibility, and adaptability, especially with respect to changing priorities in a fast-paced environment.
  • Ability to analyze data and present ideas and information effectively both orally and in writing.
  • Knowledge of Trauma-Informed practices within the workplace.
  • Ability to demonstrate leadership, be open-minded, approachable, and supportive.
  • Ability to research and apply problem solving skills to issues that do not have clear answers.
  • Ability to organize and establish workload priorities, manage multiple assignments, and work well under pressure.
  • Willingness to create and promote an equitable and inclusive workplace where diversity is celebrated and valued.
  • Experience with computer programs such as Microsoft Outlook, Word, Excel, PowerPoint, Teams, and SharePoint
