Description:
LATCH, in partnership with iPower, is seeking a full-time Operations Manager to support an upcoming government contract. This position is contingent upon contract award and funding. Work will be performed onsite.
The Operations Manager acts as the overall lead, manager and administrator for the contracted effort. Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues. Oversees contractor execution of the contract requirements. Manages acquisition and employment of program/project resources.
Key responsibilities:
· Route, track, screen, and distribute all correspondences
· Develop the Program Office Awards Master List and associated nomination criteria eligible to NAVAIR personnel updated on a regular basis to remain current
· Develop contact lists and respond to muster drills
· Develop processes, coordinate, track and provide recommendations regarding program documentation and taskers received from outside stakeholders using the ETMS2 system as well as other distribution means
· Prepare documentation required for program reviews and briefs such as APOR and ERB and ESB briefs
· Develop, prepare and consolidate input and coordinate the production of professional quality copies for program and executive level briefs/presentations presented by the PM, DPM or IPT to the following entities including, but not limited to: PEO(U&W), AIR-0.0, ASN(RD&A), OOUSD, and the Fleet
· Design and develop complex 2D and 3D graphics and animation from script/storyboards, photographs and video utilizing COTS software programs and edit (linear and non-linear) video productions in applications such as QuickTime format
· Craft Congressional language & suggest strategies of improving communication among Congressional staff and program office. Respond to Congressional, DoD, other Government agency, media or industry inquiries, FOIA audits, and Congressional testimony
· Coordinate telephone land line moves, cell phone assignment and setup, and voice mail setup through the Base Telephone Office
· Provide conference room support including supporting the set up/operation of audiovisuals, VTC and teleconferencing; and Defense Connect Online (DCO) meetings set up
Required Qualifications:
· MA/MS degree (Allowable substitution: Bachelor’s Degree plus an additional two (2) years of relevant work experience OR Associate’s Degree plus four (4) years of relevant additional work experience)
· Secret Clearance
· 10+ years of relevant experience
Desired Experience:
· At least 3 years of experience processing procurement documentation.
· Experience with acquisition reviews and cost analysis.
· Experience with the Acquisition Management System Suite: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLS), ACQMAT, Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID), Risk Management.

Pay: $170,000.00 - $175,000.00 per year
