A Human Resources Background Investigator performs a variety of investigative activities in the selection and hiring of candidates for employment. Performs other duties as required. The position is located in the Ada County Sheriff's Office, Human Resources Department.
SHIFT INFORMATION
This is a part-time position working 19.5 hours per week with no benefits available. The role requires on-site attendance, though the work schedule may be flexible.
Essential Functions
- Analyzes applicant background information and completes summaries regarding candidate's suitability for position;
- Interviews personal and professional references and contacts for information regarding candidate's suitability for position;
- Verifies present and prior employment, character references, educational background, military experience, criminal, civil and driving records;
- Schedules necessary testing such as polygraph, psychological evaluations and physical agility tests;
- Summarizes background investigation by writing report on selected applicants;
- Interprets and explains hiring standards and background investigation policies and procedures;
- Provides notification to applicants of final selection standings or non-selection;
- Prepares and maintains candidate pre-employment files, records, and information;
- Conducts initial screening interviews with candidates;
- Conducts follow-up interviews with candidates regarding issues that may arise;
- Assesses candidate performance based on interactions in interviews on the phone, via email, and in person;
- Processes agency forms, records, documents, and composes memoranda and letters;
- Uses on-line application system and candidate management system;
- Proctors written examinations, including grading papers, as well as oral and physical assessment examinations;
- Informs internal clients on status of candidates for employment;
- Performs routine duties to include answering the telephone, responding to public inquiries and typing on a personal computer;
- Provides feedback to recruitment and selection team regarding candidates and processes;
- Assures that the Sheriff's recruitment and pre-employment processing programs comply with State and Federal regulations;
- Keeps records and prepares reports;
- Responds to public and employee inquiries about county services, programs, and procedures; and
- Performs other duties as required.
Job Requirements
- High school diploma or equivalent;
- Investigatory or interviewing experience as well as a law enforcement background preferred;
- Must have excellent customer service skills and flexibility in responding to requests;
- General knowledge of State and Federal regulations pertaining to recruitment and pre-employment background checks;
- Knowledge of office terminology, procedures, and equipment;
- Knowledge of business arithmetic, English grammar, spelling and punctuation;
- Skill in the operation of computers and word processing applications, proofreading material, utilizing online databases and communicating with culturally diverse populations;
- Ability to establish and maintain records systems, and review documents for accuracy, completeness, and compliance;
- Ability to compile data and information for reports, and compose letters and memoranda;
- Ability to interpret policy and procedure manuals and explain complex information in an understandable fashion;
- Ability to communicate effectively verbally and in writing while exercising tact and discretion;
- Ability to maintain confidentiality;
- Ability to work under own initiative and utilize independent judgment; and
- Ability to establish and maintain effective working relationships with others.
OTHER REQUIREMENTS:
- Local and out of state travel to complete background investigations (if needed);
- Must possess a valid Idaho driver's license;
- This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Work Environment & Physical Demands
- Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
- May be required to lift up to 20 lbs.;
- Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
