The Office of the Insurance Commissioner (OIC) seeks a motivated and qualified individual for the SHIBA Training Coordinator (Health Insurance Advisor 1) position. This role is within the Consumer Protection Division and is based out of our Tumwater Office.

About the Position 

Are you driven by a passion for public service, education, and making a meaningful difference in people’s lives? As the SHIBA Training Consultant with the Office of the Insurance Commissioner (OIC), you’ll play a key role in empowering volunteers across Washington to provide clear, accurate, and compassionate Medicare guidance.

 

This position is part of the Statewide Health Insurance Benefits Advisors (SHIBA) Program within the Consumer Protection Division and supports the OIC’s mission to protect consumers and strengthen the state’s economy through fair and efficient insurance regulation. You’ll be responsible for designing and delivering high-quality, accessible training programs—both in-person and online—that ensure SHIBA counselors, presenters, and coordinators are fully equipped to assist Medicare beneficiaries across the state.

 

In addition to developing and updating curriculum, you’ll manage the volunteer certification process, evaluate training outcomes, and offer ongoing technical support to maintain high standards of service. You’ll work closely with internal SHIBA staff, community-based organizations, and national partners such as CMS and the SHIP/SMP Resource Centers to ensure training materials are timely, accurate, and aligned with state and federal guidelines.

This is a Washington General Service position. The monthly salary range for this position is $4,987 - $6,705.

Duties

 

The duties of the position include, but are not limited to: 

 

Training Development & Delivery

  • Design, deliver, and adapt training programs for SHIBA volunteers, including webinars and online modules.
  • Incorporate peer mentoring, accessibility, and role-based standards into training.
  • Collaborate with national partners and internal teams to ensure accurate and accessible materials.
  • Provide training for Senior Medicare Patrol (SMP) volunteers.
  • Train volunteers and Sponsors on reporting tools and processes, including STARS database usage.

Volunteer Certification & Support 

  • Maintain and update the volunteer “path to certification.”
  • Manage certification exams, continuing education tracking, and volunteer progress.
  • Assess volunteer readiness and provide technical support for complex cases.
  • Coordinate public education programs, such as "Welcome to Medicare," with partners and presenters.

Program and Team Support 

  • Fill in for regional trainers as needed and serve as a subject matter expert on training content.
  • Assist with volunteer coordinator events and conferences.
  • Help train temporary staff during the Medicare Open Enrollment Period (OEP).

Qualifications

 

Required Qualifications:

 

  • Six years’ experience* with curriculum development, adult training, community development, and volunteer management.
  • Demonstrated experience working independently, prioritizing work, and meeting multiple conflicting deadlines, including by seeking guidance from leadership
  • Demonstrated experience building collaborative relationships with professional colleagues.
  • Demonstrated knowledge of project management, contract management and/or instructional design.
  • Basic level skills in Microsoft Outlook, Word, PowerPoint and Excel
  • Experience effectively facilitating meetings or designing training for at least one virtual platform (e.g., Zoom, Teams, Skype).

 

*A bachelor’s degree with focus in business administration, public administration, public health, health administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent may substitute for up to 4 years of professional work experience.

 

 

Preferred/Desired Qualifications: 

 

  • Demonstrated contributions to building a high-performing team of professional colleagues.
  • Experience developing partnerships with diverse communities.
  • Demonstrated experience managing projects, contracts and/or instructional design.
  • Advanced-level skills utilizing Microsoft Word, PowerPoint, and Excel.
