CLASSIFICATION SUMMARY:
Incumbents in this classification are responsible for leading a three position team that designs, conducts, and evaluates technology training programs. The lead position manages citywide training requests, manages training unit schedules and class schedules, assigns training projects, evaluates specialized subject training requests. Collaborates across departments with subject matter experts, and with other stakeholders to create a proactive training program that equips employees with the technology skills necessary to succeed in their roles. Areas of training include, but are not limited to, new employee onboarding, technology standards, cybersecurity, Google Workspace, and new product deployments. Creates and updates digital, visual, and audio interactive learning/training assets, including end-user and process documentation. Works under limited supervision.

The Technical Trainer Lead is a stand-alone position.
ESSENTIAL FUNCTIONS:

Proactively leads changes to the organization’s technology ecosystem to support employee development for successful performance.
Confers with managers, supervisors, or other stakeholders to define and document learning objectives. Designs compelling learning activities to achieve the learning objectives and creates assessments to measure the effectiveness of training. Delivers the training using the most appropriate modality.
Responsible for the inclusive and accessible design, development, and maintenance of training courses using multiple delivery methods, including instructor-led training (one-on-one, small group, classes, and webinars), self-paced web-based training, and other training and development support.
Designs training programs/curriculum based on needs analysis by identifying the skills needed by various employee classifications and assessing the current skill level of employees.
Designs and develops courses using content authoring tools such as Articulate 360 or Adobe Pro. Writes and edits technical and procedural documents, such as work instruction documents, training aids, user guides. Uses tools such as SnagIt and Camtasia to create and edit screen captures and videos.
Maintains current knowledge of the organization’s technology standards. Keeps abreast of updates to technologies prioritized by the Department of Technology Services and the City of Chattanooga.
Uses a learning management system (LMS) to maintain employee learning records and prepare statistical reports to evaluate the performance and progress of employees.
Evaluates feedback and performance data to continuously improve content effectiveness and delivery. Prepares budgets and justifies funds requested.
Coordinates established technology training courses with community resources.
Screens, tests, counsels, and recommends departmental employees for participation in internal and/or external computer education and training programs.
Keeps informed on new developments, methods, and techniques in the technology training field and in technology so training programs remain relevant.
Evaluate training effectiveness through assessments, surveys, and performance metrics to ensure continuous improvement.
Use, carry, and answer a cell phone for business purposes as required by job duties and the department head.
Must meet regular attendance requirements.

DEPARTMENT SPECIFIC DUTIES (if any):
MINIMUM QUALIFICATIONS:
Bachelor's degree from an accredited university or college in Information Systems, Business Administration, Education or related field and four (4) years experience in technical computer training; or any combination of equivalent experience and education that provides the knowledge, skills, and abilities to successfully perform the essential functions of the position.
LICENSING AND CERTIFICATIONS:
Valid Driver’s License
Preferred: ITIL Certifications, CompTIA Certified Technical Trainer+, Other CompTIA Certifications: CompTIA Infrastructure+, CompTIA Networking+, CompTIA Security+, CompTIA Project+, and Certified Technical Training Specialist.
KNOWLEDGE AND SKILLS:
Knowledge of principles and methods for curriculum and training design, instruction and various learning styles, teaching and instruction for individuals and groups and measurement of training effects; human behavior and performance; effective communication methods and techniques. Ability to assist adult learners of all skill levels with adopting new technologies. Ability to build and cultivate relationships with internal and external customers.
Skill in conducting formal training needs assessments; selecting and using training and instructional methods; analyzing the effectiveness of training programs; technical writing and script writing; presenting in front of groups and via webinars; speaking on camera for synchronous and asynchronous learning experience; displaying effective and professional initiative and a proactive and collaborative leadership style; demonstrated ability to manage time and projects according to department priorities; editing sound and video files; analyzing and interpreting policies and procedures; preparing written reports and business correspondence; using computers and related software applications; maintaining confidentiality; communication and interpersonal skills as applied to interaction with coworkers, supervisor, and the general public, sufficient to exchange or convey information and to receive work direction.

WORK ENVIRONMENT:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
