Certified Quality Services Specialist

St. Johns County Board of County Commissioners is seeking Certified Quality Services Specialist for our well-established Community Based Care Program, the Family Integrity Program, which is a division of the St. Johns County Health and Human Services Department whose headquarters are located in beautiful St. Augustine, Florida.

The St. Johns County Family Integrity Program’s mission is to work in partnership with the State of Florida and the local community to develop, implement and manage a highly effective, strength-based community-based system of care for abused and neglected children and their families.  The Family Integrity Program provides Dependency Case Management, Family Preservation, Outreach, Foster Care Licensing, Adoption and Independent Living Services for youth aging out of foster care.

 

Examples of Duties:

Employees work in a team environment across the various programs with a consistent focus on child safety, child well-being and permanency.  The ideal Certified Quality Services Specialist candidate must possess St. Johns County’s core values of Dedication, Openness, Adaptability, Visionary, Fiscal Responsibility, Integrity, Humility and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to:

  • Analyzes and evaluates department operations to ensure compliance with applicable regulatory requirements, standards, and department policies and procedures, as well as for accuracy and completeness
  • Completes required quarterly reviews; reviews case files and interviews participants; Provides formal feedback to frontline staff on QA reviews of cases
  • Attests to the licensing of foster and kinship homes
  • Assists with annual contract oversight monitoring duties
  • Trains Dependency Case Managers and provides input on Department training needs based on deficiencies identified during QA activities
  • Maintains required training logs and tracks certification hours for Department
  • Serves as liaison to the Department of Children and Families (DCF)
  • Ensures compliance with HIPPA and Service Delivery for the Deaf or Hard of Hearing
  • Serves at the Point of Contact with DCF for Civil Rights/ Service Delivery for the Deaf and Hard of Hearing
  • Develops associated audit tools and monitors contracted providers for contract compliance
  • May be assigned limited DCF dependency case management duties, if certified as DCF Case Manager
  • Assists with accreditation/reaccreditation process by Council on Accreditation.
  • Maintains a full-time presence on the job
  • Performs other duties as assigned

 

Minimum Qualifications:

Candidates for the Certified Quality Services Specialist are encouraged to apply if they meet the following minimum qualifications:

  • Bachelor's Degree from an accredited college or university in a related course of study to the occupational field. An equivalent combination of education, related credentialing and certifications, and experience may be considered in lieu of a degree
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/ internship or having had a similar position for one to two years
  • Possession of appropriate child welfare licensing and/or certifications with duties performed by HHS Case Manager
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position
  • Must possess good interpersonal and communication skills in order to serve others
  • Must be able to comprehend, speak and write the English language
  • Must be able to operate a computer
