This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.
**Salary Grade: NC07**
***Salary range is $35,984 - $56,225**

Join the Division of Workforce Solutions (DWS) Communications team and help us make a difference for North Carolinians. As part of the broader Communications team within the Department of Commerce, DWS Communications supports and promotes vital workforce programs and services. We are looking for a creative and detail-oriented Graphic Designer to help visually communicate our mission: connecting jobseekers and employers through the NCWorks Career Centers.
Key Responsibilities
- Design a wide range of print and digital materials to support internal and external communications.
- Create engaging graphics and visual content for websites, social media, and other digital platforms.
- Manage design projects from conception through delivery, including scheduling, budgeting, and resource planning.
- Collaborate directly with program managers and stakeholders to plan and execute projects.
- Oversee print vendors and contracts to ensure quality and consistency in deliverables.
- Supervise design equipment and coordinate with personnel to ensure effective use of resources

The Division of Workforce Solutions (DWS) is North Carolina’s state workforce agency, providing leadership in workforce development through the administration of statewide programs, funding, and partnerships that support North Carolina’s citizens and businesses. The Division administers programs under the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser Act, and other U.S. Department of Labor grants, including special initiatives aimed at strengthening workforce efforts across the state.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Thorough knowledge of visual design principles, including photography, layout, and typography, applicable to the creation of print and digital content.
- Knowledge of a variety of hardware and graphic design software tools (e.g., Adobe Creative Suite), as well as traditional design techniques used in visual communication.
- Knowledge of design organization principles and visual art elements to create effective and visually engaging materials.
- Ability to troubleshoot software, hardware, and equipment issues, and determine the most effective solutions.
- Strong multitasking abilities with the capacity to manage and deliver on multiple projects simultaneously.
- Client-focused mindset, with the ability to build and maintain professional relationships through effective listening, communication, and responsiveness.
- Consultative approach, offering design guidance and support tailored to client or stakeholder needs.
- Strategic thinking in advising clients on the best visual options to communicate information clearly and effectively.
- Analytical skills to assess communication needs and determine appropriate design solutions for the target audience, channel, and objective.
- Budget-conscious design planning, combining financial constraints with quality creative output.
- Creative expertise in promoting messages and services across a variety of visual media formats.
- Concept-to-delivery design execution, with the ability to take a creative idea from inception through to final production and distribution.
- Commitment to ongoing learning, with a drive to stay current on industry trends, tools, and emerging design practices.
Minimum Education and Experience Requirements

Bachelor's degree in visual/graphic design, commercial art or related area of assignment from an appropriately accredited institution; or
Associate's degree in visual/graphic design, commercial art or related area of assignment from an appropriately accredited institution and two years of visual/graphic design, commercial art or experience related to the area of assignment; or
High school or General Educational Development (GED) diploma and four years of experience in visual/graphic design, commercial art, or field related to the area of assignment; or an equivalent combination of education and experience.
