The Center for Preparedness and Response (CPR) within the California Department of Public Health (CDPH) is a critical division dedicated to safeguarding the health and well-being of Californians during public health emergencies. CPR coordinates statewide preparedness, response, recovery, and mitigation efforts for events such as natural disasters, disease outbreaks, bioterrorism, and other emergencies impacting public health.

Through robust planning, collaboration with local health departments, and partnerships with federal, state, and community organizations, CPR ensures readiness to manage and mitigate health threats effectively. Its responsibilities include developing emergency response plans, training health professionals, conducting exercises to test response capabilities, and providing resources and guidance to strengthen California’s public health infrastructure. By fostering resilience and preparedness, CPR plays a vital role in protecting the state’s diverse populations from evolving health challenges.

This vital leadership role is dedicated to safeguarding public health and enhancing the state’s preparedness and response to emerging threats. As the Staff Services Manager I (SSM I), you will play a pivotal role in coordinating recovery efforts during state and federally declared disasters. This position is instrumental in advancing CDPH’s mission by leading key initiatives that strengthen emergency preparedness, ensure effective management of recovery operations, and deliver exceptional customer service.

In this leadership role, you will:

  • Serve as the lead for California’s Recovery Support Function 3 (RSF 3), coordinating state-level Health and Social Services recovery efforts to support local communities following major disasters.
  • Oversee a team of three RSF Coordinators and two and a half (2.5) Cost Recovery Analysts, ensuring seamless collaboration and execution of post-disaster recovery strategies.
  • Provide leadership and direction to state agencies and partners involved in health and social services recovery, fostering innovative and effective solutions.
  • Manage the oversight of emergency preparedness funding to maximize impact and accountability.

In the event of an emergency activation, the incumbent may be required, on short notice, to work irregular and overtime hours during disaster operations in order to support one of four CDPH Emergency Operation Centers (EOC). The incumbent is required to participate in a CPR Incident Response Team (IRT).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated experience managing disaster recovery, emergency preparedness, or public health response efforts.
  • Proven ability to lead and coordinate multi-agency or cross-sector initiatives, particularly in health and social services recovery.
  • Experience in managing budgets, allocating resources, and overseeing cost recovery processes.
  • Strong background in policy development, program planning, and strategic management.
  • Effective leadership and supervisory experience, including the ability to inspire and manage a diverse team.
  • Proven success in fostering collaboration among state, local, and federal partners during complex operations.
  • Ability to make sound decisions under pressure and provide clear direction in high-stakes environments.
  • Knowledge of California’s emergency management systems, including the Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS).
  • Familiarity with public health infrastructure and disaster recovery frameworks, such as FEMA’s Recovery Support Functions (RSFs).
  • Exceptional written and verbal communication skills, with experience preparing detailed reports and delivering presentations to diverse audiences.
  • Strong interpersonal skills, with the ability to build relationships and work collaboratively with stakeholders at all levels.
  • Sensitivity to the needs of diverse communities affected by disasters and the ability to provide equitable recovery solutions.
