Job Summary:
Assists in planning, directing, managing and overseeing the activities and operations of the Public Safety, Fire Division.
Scope of Responsibility:
Responsiblefor assisting the Deputy Director/Fire Chief in managing operations including fire suppression, fire inspections, fire and life safety education, community outreach, specialized emergency responses, administrative functions and staff management to provide an appropriate level of fire prevention, emergency medical, and firefighting services and to ensure the division’s contribution to the City’s overall plans and strategies.
Essential Duties and Responsibilities:
- Plans, directs, and coordinates general operations for the Fire Division including fire suppression, fire prevention, emergency medical services, hazardous materials response, disaster preparedness, inspections, and fire related programs, services and operations.
- Manages and administers a comprehensive fire prevention program and events.
- Assists in development and implementation of policies, goals, objectives, priorities, and ordinance revisions as necessary.
- Prepares building pre-fire/emergency planning documents for Fire Division response.
- Coordinates systematic fire code enforcement program and case management process by taking complaints, conducting field inspections, meeting with property owners to assure compliance, entering data into the data base/information system, issuing notifications and citations, documenting and monitoring compliance schedules, coordinating work with other departments, supervising abatements, and testifying in court.
- Reviews plans, conducts inspections, evaluates existing fire safety conditions and abates fire hazards in accordance with federal, state and local codes.
- Conducts inspection of new construction, remodeled structures, and existing structures to assure conformance with the City’s fire prevention code.
- Researches legal descriptions of properties, identifies violations and non-conforming issues, contacts property owners negotiating voluntary compliance when possible, and initiates corrective action when necessary.
- Meets with architects, engineers, contractors and others involved in development and construction activities which affect the City’s fire prevention program.
- Coordinates activities with other departments.
- Interprets and explains the requirements of the law, provides guidance and education to the public, property owners, internal staff and outside agencies regarding codes and ordinances.
- Plans and implements methods for communicating code enforcement information to the public including preparing bulletins, articles, department publications, social and print media, and promotions or informational pieces for events.
- Prepares and maintains correspondence and case files, compiles documentation, citations, violation notices, legal notices, photos, evidence, etc. required for litigation. Monitors the court schedule, coordinates meetings with staff, attorneys and key contacts and testifies in court.
- Collaborates with the City Attorney to monitor the status of unresolved court cases and other land use legal matters involving the Fire Division.
- Develops and maintains a variety of records and reports.
- Manages assigned staff.
a. Coordinates staff hiring and promotional processes and recommends staff hires.
b. Oversees and performs professional development and training of staff.
c. Plans, reviews, assigns and evaluates work of staff.
d. Provides coaching, feedback and evaluates staff performance.
e. Prepares work schedules.
f. Prepares and conducts staff meetings.
g. Directly supervises Fire Inspector position and provides work direction, training and evaluation to other subordinate positions for duties of fire prevention, fire prevention education and at the scene of an emergency.
h. Prepares personnel and activity reports for the Deputy Director/Fire Chief.
- Oversees firefighter training and certification programs and supervises training officers.
- Participates in Development Review Committee meetings to review new construction proposals, collaborates with other departments to review all new development projects and attends meetings or make presentations before City Council, City Commissions and other groups.
- Responds to emergency incidents and alarms and serves in a command or supervisory role at the scene until relieved by a superior officer.
- Conducts post fire investigations to determine cause and origin of fires, coordinates investigations with Police and associated agencies, and prepares fire investigation reports.
- Represents the Fire Division at local, regional, state and national fire service meetings, conferences and schools.
- Serves as incident commander and represents the Fire Division in the absence of the Deputy Director/Fire Chief.
- Attends conferences, seminars, workshops and meetings to maintain current information on fire service methods, techniques and administration.

- Performs other duties as assigned or apparent.
Minimum Qualifications:
- Bachelor’s Degree in Fire Science, Fire Administration, Emergency Management, or related field; and
- Five years’ relevant work experience; OR
- Equivalent combination of education/training/experience.
- Certifications: Firefighter I & II, Fire Officer I & II, Fire Apparatus Operator, Fire Instructor, and Nationally Registered Emergency Medical Technician.
- Firefighter License or ability to obtain.
- Valid Minnesota Driver’s License.
Desired Qualifications:
- Training/experience: fire instructor, fire inspector, fire and life safety educator, incident command and communications, command and control, building construction, building plan review, and experience managing employees in hazardous environments.
Knowledge, Skills and Abilities:
- Knowledge of the principals and practices of modern fire services and public safety administration.
- Knowledge of federal, state, and local laws, codes and ordinances pertaining to fire services.
- Knowledge of managerial and leadership principles and practices
- Skill in fire cause determination, preparation of affidavits, report writing, deposition and court room testimony; and understanding of criminal code applicable to incendiary fires.
- Ability to develop and implement goals and objectives; plan, coordinate, direct and evaluate the work of others; develop and implement policies and procedures; and to supervise personnel in a manner conducive to efficient performance and high morale.
- Ability to effectively communicate, both orally and in writing, have strong positive public relations skills, and present technical and/or controversial information to a variety of audiences.
- Ability to work on-call, outside of normal work hours.
- Ability to set policies and goals for the division, with top management guidance.
- Ability to perform work involving complex and significant variables requiring analytical ability and inductive thinking in adapting policies, procedures and methods to fit situations.
Physical Demands & Working Conditions:
Work is performed in an office setting and in the field. Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury in the office. Work is moderate duty with ability to lift, carry or push up to 60 pounds. Exposure to all weather conditions. Work involves extremely hazardous environments where life safety and property are at risk. Exposure to angry, hostile or uncooperative persons may occur.
