San Jose’s Human Resources Department offers key strategic support to the City and is responsible for the following core services:

  • Employment Services – Facilitate the City’s ability to attract and hire a diverse and talented workforce.
  • Recruitment and Workforce Development – Lead Citywide recruitment strategies and oversee employee training and pipeline initiatives that drive growth, engagement, and long-term retention.
  • Employee Benefits–Provide benefit programs that best meet the needs of employees, retirees, their dependents, and the City, assist participants in effectively utilizing their plans and promote employee wellness.
  • Health and Safety–Provide services that promote employee health, safety, and well-being.

The Department also offers strategic support in Citywide Human Resources Systems Management and Records Management, Departmental Administration, Customer Service, Personnel Management, Financial Management, and Emergency Response and Recovery.

 

Position Duties

Salary Information

The salary ranges for the Analyst I/II classifications are:

Analyst I: $ $89,849.76 - $109,200.00

Analyst II: $ $98,039.76 - $119,159.04

All ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidate’s qualifications and experience.

 

The Human Resources Department is currently seeking to fill one (1) Workforce Development Analyst (Analyst I/II) vacancy that will report to a Senior Analyst of the Recruitment and Workforce Development Division.

The positions’ duties and its responsibilities would include, but would not be limited to, the following:

  • Working with the Recruitment and Workforce Development team, the Analyst will contribute to the City’s digital recruitment efforts including creating and deploying digital and social media campaigns, curating visual libraries of photos and other media assets to be used in marketing and recruitment aimed at attracting talent to the City of San José.
  • Execute a variety of in-person and virtual recruitment and pipeline activities with educational institutions from K-12, Career and Technical Education, and Colleges and Universities to inspire and attract students to public service in local government.   The program of activities includes, but not limited to, opportunities related to promoting internships, hosting workshops, overseeing academies, organizing job shadowing opportunities, tabling at career fairs, and supporting mentorship programs.
  • Facilitate workshops for potential applicants and current City employees.
  • Coordinate the logistics of Citywide instructor-led training programs, including both in-person and virtual training events. This includes development of training materials, securing space reservations, tracking participant registration, management of third-party vendor relationships, and administration of a Learning Management System (LMS).
  • Conducting analysis of training and event evaluation data and presenting data in various reports, memos, or other storytelling media.
  • Provide support in the design, implementation, and continuous improvement of the department-wide website and other digital projects using customer focused, user-friendly principles and research.
  • Supervise interns and/or clerical staff assisting with research and testing activities as needed.

This is an exciting opportunity for individuals with a passion for human resources. The position requires strong organizational skills and the ability to build effective working relationships with other key stakeholders within the City of San Jose organizational structure. Attention to detail, a strong customer service perspective, adaptability to changing circumstances and critical thinking skills are crucial. This position requires a creative thinker who apply creativity to digital and print marketing materials and/or training and instructional design concepts.  This individual should be comfortable leading events in front of crowds of up to 150 people.

Minimum Qualifications

Analyst I: A Bachelor's Degree from an accredited college or university and no experience required.

Analyst II: A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in the budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution: Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration, or human resources may be substituted for the education requirement on a year-for-year basis.
