About The Division
As the administrative support team for the Texas Opioid Abatement Fund Council (OAFC), we support the mission of the Texas Opioid Abatement Fund Council Program to educate and increase awareness of the opioid abatement programs funded by the Council and provide administrative and operational services to the OAFC and support teams overseeing the distribution of funds.
General description
The Comptroller’s office is seeking OAFC Grant Specialists! This role performs senior- level consultative services, grant development, and technical assistance work related to the program management within the OAFC. This role involves supporting the OAFC with designing, implementing, and overseeing the process to ensure opioid abatement grant funds are spent effectively and efficiently. Assists with project management, including planning, coordination, and administration of program initiatives. Develop and implement procedures for activity development and determine grant worthiness. May serve as a lead liaison providing direction to others.

Work Hours
Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Minimum Qualifications
- Graduation from an accredited college or university with a bachelor’s degree.
- Four (4) years’ experience in contracts or grant management or administration.
- Experience with applicable laws and regulations pertaining to grants and/or contract administration; business administration principles and practices; and research and budgeting processes
- Experience interpreting guidelines, policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; and to communicate effectively.
Preferred Qualifications
- Graduate from an accredited college or university with a bachelor’s degree with major coursework in Public Health, Public Policy, Government, Public Administration, Social Work, Psychology, Sociology, Education, Criminal Justice, Healthcare or a related.
- Experience in grant or program development, review, analysis, and/or administration.
- Academic or professional experience in the field of substance or opioid use disorder, particularly in recovery support services, treatment and coordination of care, workforce development and training, and prevention and public safety
- Experience developing, completing, or reviewing grant applications in a nonprofit or state agency
- Experience with electronic accounting and grants administration systems, including Salesforce
Licenses and Certifications
Certified Texas Contract Manager (CTCM) certification or must be obtained within first six (6) months of employment Summary of Physical Requirements
A valid Texas (or state of residency) driver’s license and a satisfactory driving record are a condition of employment. SUMMARY OF PHYSICAL REQUIREMENTS
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
- Conducts all post-award activities, such as providing oversight to multiple projects, communicating with awardees to resolve compliance issues, provide technical assistance as required and processes requests for no-cost extensions/modifications to the grant contract. Ensures awardees comply with all terms and conditions of award. Initiates and/or recommends that an audit be performed. Answers questions or finds information related to contract terms and conditions for agency staff, applicants, awardees, and/or vendors.
- Conducts all pre-award activities, such as overseeing, reviewing, analyzing, and evaluating grants/assistance applications, plans, estimates and summaries. Determines eligibility and compliance with state statutes and program requirements of the applications. Follows processes and procedures for tracking grant or other financial incentive applications.
- Performs research, planning, policy, program assessment, and administrative activities to develop and edit grant or other financial assistance applications utilizing subject-matter expert experience. Deliverables include work plans, budgets, cost-benefit analyses, application tool kits or other outputs to ensure consistency with program guidance. Makes recommendations for improvements to the applications and financial assistance process.
- Performs other duties as assigned.
