Job Description

Office of Information Services

The Office of Information Services (OIS) works to support the business functions and the delivery of health, human, and employment services through the application of information technology. OIS supports the delivery of programs to millions of recipients through the development and round-the-clock operation of automated information systems. Due to the number of end-users and technologies supported, OIS is one of the largest and most complex IT organizations within Ohio state government. What You’ll Do

This position plays a critical role in supporting the fiscal operations and budget management of the Office of Information Services (OIS) at the Ohio Department of Job and Family Services (ODJFS). The ideal candidate will oversee and maintain the financial health of the office, ensuring compliance with Ohio laws and regulations while managing budgets, analyzing trends, and providing fiscal guidance. They will collaborate across teams, engage with internal and external stakeholders, and contribute to the overall efficiency and effectiveness of financial processes. This is an exciting opportunity for someone who thrives in a dynamic environment and is skilled in financial planning, procurement, and systems management.

This role is heavily focused on fiscal management and budget preparation, with opportunities to engage in procurement, vendor management, and collaborative efforts across teams.

The Budget Analyst will be developing, monitoring, and maintaining all IT budget activities including but not limited to:

  •  Assist the budget coordinator in preparing the IT biennium budget.
  • Monitor the operating IT budget (e.g., purchase order maintenance).
  • Ensure compliance with Ohio laws regarding fund usage.
  • Conduct financial analysis, track expenditures, and create budget reports.
  • Use Excel functions to create reports, project, and analyze.
  • Run various reports (e.g., Ohio Administrative Knowledge System, Cognos).
  • Set up codes to track IT project or activity worked.
  • Respond to inquiries and collaborate with internal teams on financial matters.
  • Procure equipment and personal service contracts (e.g., OhioBuys requisitions).
  • Process invoices and collaborate with vendors, users, and technical teams.
  • Serve as the liaison for accurate billings and payments between OIS and the Office of Fiscal and Monitoring Services.
  • Participate in meetings, training sessions, and general administrative tasks.
  • Maintain records, logs, and reports essential for day-to-day operations.
  • Complete other duties as assigned within scope of position.

Schedule: 8:00 AM - 5:00 PM, Monday - Friday

Travel: No Regular travel necessary.

Qualifications

The ideal candidate, at minimum, must have the following: 

OPTION 1:

  • 3 years experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis)

Option 2:

  • Completion of undergraduate core program in accounting, public finance, public administration or business administration

AND 

  • 12 months experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Option 3

  • Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable; regression computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis). 

Or

  • Equivalent of minimum class qualifications for employment noted above.
