General Description:  Technical and administrative work in the investigation, inspection, and evaluation of County codes pertaining to water, sewer, and reclaim usage within the Pasco County Utilities footprint, as well as, solid waste collection throughout the county.

Essential Job Description:   Investigates and enforces Pasco County Codes related to water, sewer, and reclaim theft, as well as, solid waste use and misuse as designated in the Pasco County Ordinances. Determines compliance with codes for the allowed water, sewer, reclaim, and solid waste uses within residential and commercial properties. Inspects commercial properties for waste hauler information and proper dumpster usage. Locates and investigates complaints and enforces codes pertaining to water, sewer, reclaim, and solid waste violations. Investigates violations of the Pasco County codes and ordinances. Issues notices of violations or warnings and citations for violations of these codes. Maintains accurate documentation and case files on all investigations, inspections, and other job related activities, including photographs. Reviews applications, performs field inspections, and issues permits, as required. Reports, in writing, all complaints of violations using appropriate report forms, collects evidence, as required, and resolves complaints and violations. Prepares and presents information to courts, commissions, and boards, as needed. Disseminates information regarding land use principles and practices and explains standards and regulations to applicants, public agencies, and departments. Testifies in County Court. Performs related work as required.

Knowledge, Skills and Abilities: 

  • Knowledge of Pasco County water, sewer, reclaim, and solid waste ordinances.
  • Ability to understand, interpret, and analyze data.
  • Ability to interpret plans, specifications, codes, and regulations pertaining to Pasco County Utilities and Solid Waste.
  • Ability to effectively communicate with complainants, applicants, violators, public bodies, and the general public.
  • Ability to present facts and express ideas clearly and concisely, orally, and in writing.
  • Ability to prepare comprehensive evaluations, presentations, and reports.
  • Ability to document, collect evidence, and present findings in a Court of Law.
  • Ability to clearly and concisely update and notate accounts within the CIS system.
  • Ability to adjust work schedule.
  • Ability to work independently.
  • Ability to lift and/or move up to 30 pounds and push or pull heavy objects.

Minimum Requirements:

PHYSICAL SKILLS/WORKING CONDITIONS:  Ability to lift and/or move up to 30 pounds and also push or pull heavy objects.  May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects.  Ability to communicate effectively using verbal, written and visual communication. Requires stooping, bending, standing for extended periods of time, walking on uneven surfaces for long distances, occasionally at a fast pace.  Ability to work outdoors in adverse weather conditions.  Ability to enter and exit vehicle frequently while entering data in laptop running multiple programs.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with an Associate degree in criminal justice OR graduation from high school or possession of an acceptable equivalency diploma and two (2) years' experience in the field of land use permitting, enforcement and/or investigation, water, sewer, reclaim, or solid waste or general law enforcement and/or general military law investigations.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.
