The mission of the KY Department of Revenue is to consistently and efficiently administer tax laws and programs to fund public services while providing quality customer service to the taxpayers and tax professionals living and working in Kentucky. The Office of Field Operations (OFO) helps the Department Accomplish its mission at a local level through ten taxpayer service centers (TSCs) located throughout the state.
As a District Manager, you will be responsible for the Owensboro Taxpayer Service Center within the OFO. You will plan, direct, supervise, and coordinate the work of all office staff who provide taxpayer assistance and perform audits and compliance reviews on multiple tax types. As District Manager, you will make assignments, select accounts for review, and assist staff with their work. You will work with the audit supervisors to direct the field auditing of taxpayer records to ascertain the correctness of tax returns. You will also meet periodically with taxpayers, accountants, CPAs, and attorneys to answer questions as well as provide technical advice and assistance. It is important that you be able to work well with taxpayers, office staff, and management.
1. Responsibilities include but are not limited to the following:
- Directing, supervising and coordinating all operations in the TSC, which includes audit staff, compliance staff who provide taxpayer assistance, and administrative staff.
- Administering tax compliance and audit programs for multiple taxes administered by the Department of Revenue.
- Training and evaluating personnel.
- Collecting and depositing funds received at the TSC.
- Ensuring the safety and confidentiality of taxpayer information, data, and records.
- Ensuring the proper administration of Kentucky tax laws, regulations, and policies at a local level.
The successful candidate must possess clear communication skills to work with customers in person or over the telephone and in writing, sometimes in confrontational situations.
2. Additional/Supplemental information:
- Required to successfully complete a background investigation including an FBI criminal history record check (fingerprint check).
- Required to be in compliance with all tax laws.
- Mostly at a desk using a computer and telephone.
- Some travel for training and education.

3. Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in accounting, business administration, commerce, economics, finance or a related field.

EXPERIENCE, TRAINING, OR SKILLS: Five years of experience in the processing, administration, preparation, or auditing of taxes.

Substitute EDUCATION for EXPERIENCE: Graduate study in accounting, business administration, commerce, economics, finance, or a related field will substitute for the experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Professional experience in the processing, administration, preparation, or auditing of taxes will substitute for the education on a year-for-year basis.

4. Working Conditions
Incumbents working in this job title perform duties in an office setting. Minimal travel is required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
