JC-473907 - Health Data Analytics Specialist

The Communicable Disease Emergency Response Program (CDER) supports and increases the reach and effectiveness of DCDC's preparation for and response to infectious disease emergencies, and infectious disease aspects of other disasters (e.g., fires, floods, earthquakes).  CDER prepares for and assumes a leadership role in bioterrorism and other communicable disease emergencies with plans, guidelines, exercises, and interventions including community mitigation and infection prevention.

CDER develops and reviews policies and documents based on epidemiology and surveillance; public health planning, program implementation, and evaluation; and principles of effective communication and collaboration.  CDER supports outbreak investigations, and leads investigations if requested, with other DCDC branches and programs.

CDER also coordinates the California Reportable Disease Information Exchange (CalREDIE), the statewide surveillance system for infectious diseases, outbreaks, and emergencies.

The Health Data Analytics Specialist ensures that laboratories conducting testing for communicable disease conditions in accordance with Title 17 CCR, Section 2505 are sending test results to public health, with timely and complete reports. Position tasks include independently collecting, managing, and analyzing electronic lab reporting (ELR) data from various data warehouses, evaluating (Health Level 7) HL7 messages, assisting with interface configuration, presenting findings, and communicating with laboratories, local health jurisdictions, CDPH teams and vendor partners as needed to resolve identified issues. The position will assist with onboarding and validation testing for data submitters as well as with other research, reporting and data science projects for the unit.

  • Knowledge of qualitative and quantitative analysis and research methodologies
  • Knowledge of healthcare data flow and clinical terminology including laboratory testing processes
  • Ability to effectively manage multiple tasks under time constraints and competing deadlines, while maintaining a high level of accuracy
  • Ability to create effective summaries, presentations and reports, and to address ad hoc requests in a skillful and timely manner
  • Strong written and verbal communication skills
  • Detail-oriented and ability to work independently
