This position is grant funded. In accordance with Civil Service Rules, Section 5 - Employment in Grant Funded Positions, any person employed by the City, who on initial entry into City employment under any type of appointment in a position specifically designated as funded in whole or in part through a grant from a public or private source, shall be informed in writing by the Director at the time of appointment, and the person shall acknowledge in writing, that the provisions have been read and understood that employment will cease at the termination of the grant regardless of the status of the employee and without regard to length of service. Persons so terminated are not entitled to any right of appeal. A grant funded employee may, subject to other provisions provided for by these rules, be transferred, promoted or demoted into a non-grant funded position and become subject to the provisions of the Civil Service Rules and Regulations governing other city employment. Permanent classified employees who have previously completed a probationary period in a non-grant funded position and are serving in a grant funded position are exempt from the requirements of this section. Employees paid through an annually recurring funding source as defined in Rule I, Section 3, are covered by the layoff provisions found in Rule VIII, Section 2.

The recruitment process will include an application/resume review, a practical assessment (see below), and a screening panel interview (tentatively scheduled for the week of April 14, 2025). A hiring interview may also be conducted. You will be advised via email of your status in the process after each stage.
Practical Assessment: All information regarding the Practical Assessment will be sent via email notification through Workday. All applicants will be provided the same 48-hour window in which to complete the Practical Assessment. This window is tentatively scheduled for April 3 - 4, 2025. Once started, applicants will have 1.5 hours to complete the assessment.
The candidate selected for hire must successfully pass the following:

Position Summary
The Systems Analyst position at the City of Tucson Police Department designs, develops, and programs systems operations, and manages projects for the computer resolution of business problems.
Work is performed under the supervision of the Analysis Superintendent. This position does not supervise.
Duties and Responsibilities
Develops and maintains Application Programming Interface (API)s to facilitate data exchange between systems and applications. Collaborates with software developers and other teams to design and implement APIs that meet business requirements.
Manages and maintains databases to ensure data availability, integrity, and security. Performs database tuning and optimization to improve performance.
Manages and maintains non-relational databases such as non-Structured Query Language (NoSQL) databases to support flexible and scalable data storage needs. Designs data models and architecture for non-relational databases.
Integrates data from various sources to provide a unified view of data for analysis. Develops and maintains data integration workflows and processes.
Designs and implements data architecture to support data analytics and business intelligence initiatives. Evaluates and recommends new technologies and tools to enhance data architecture.
Monitors the performance of data pipelines, databases, and analytics systems. Identifies and implements optimizations to improve performance and efficiency.
Creates and maintains technical documentation for data engineering processes, systems, and workflows. Ensures documentation is up-to-date and accessible to relevant stakeholders.
Performs all other duties and tasks assigned.

MINIMUM QUALIFICATIONS
Education
Bachelor's degree
Experience
Three (3) years of directly related experience
Equivalency
Any combination of relevant education and experience may be substituted on a year-for-year basis.
License/Certifications
Preferred Qualifications
Bachelor’s in Computer Science, Information Systems, or related field
Hands-on experience with SQL/NoSQL databases and Snowflake data lakes
Proficiency in developing APIs (REST, microservices) and integrating systems
Strong ETL/pipeline skills (e.g., Airflow, SSIS) and scripting (Python, Java)
AWS experience, including performance tuning and data lake architectures
