Human Resources Director

Mozaic (A Chapter of Arc NY) is looking for a Human Resources Director to join the team. The Human Resources Director is responsible for overseeing and managing the human resources function of the agency to include staffing, employee relations, compensation & benefits management, performance management, talent acquisition and retention, Health & Wellness, HRIS administration and ensuring compliance with all labor-related regulatory and legal requirements. Additionally, the HR Director will keep up to date with best practices, vendor offerings, market trends and available technologies; and is able to translate this information into improved strategy and processes for the Agency.

Human Resources Director Duties:

Mozaic's HR programs support the agency's direction by attracting and retaining top talent in key roles. This position ensures consistent application of policies to maintain high employee morale, performance, and retention while enforcing fair and consistent employment practices across the agency.

Using internal and external data, it provides insights and recommendations to leadership on workforce trends, policy changes, and business strategies. It also develops and implements HR solutions aligned with the agency's strategic goals, including compensation, benefits, and performance management programs that adapt to market conditions and regulatory requirements.

This role oversees recruitment and onboarding strategies to build a strong talent pipeline, educates managers on selection techniques, and ensures new hires integrate successfully. It also supports leadership development, succession planning, and ongoing learning for supervisors to enhance employee management skills.

Additionally, it manages responses to employee claims with regulatory agencies, ensures compliance with labor laws, and maintains necessary employment records. By aligning workforce planning with agency objectives, it ensures the organization has the right talent, structure, and resources to meet evolving challenges. Identifies and adheres to government reporting regulations under FLSA, EEO/AAP, ADA, COBRA, OSHA, and other applicable laws.

Human Resources Director Qualifications:

  • Bachelor's Degree in Human Resource Management or a related field.
  • SPHR and/or SHRM-SCP certifications preferred.
  • Valid NYS Driver's License that is acceptable to the agency's insurance carrier.
  • Minimum of five (5) years' experience in Human Resource administration.
  • Minimum of three (3) years' supervisory experience.
  • Demonstrated knowledge and expertise in the legal aspects of employee relations.
  • Excellent interpersonal communication skills; high degree of confidentiality and objectivity; strong oral presentation and written communication skills; excellent organizational skills.
  • Advanced computer proficiency, to include MS Word and Excel. Demonstrated experience in HRIS and/or database management.
