Position Duties

About the Division  

Administrative Services Division team members gain satisfaction when facilitating training for ESD’s workforce; feel empowered when managing a full range of information technology data and services to over 500 employees; deliver quality customer service in utility billing; enjoy their contributions to the success of peers by hiring and promoting the right people for the right positions; and oversee the budget planning and fiscal management for a wide variety of special funds that support the important work ESDers do. About the Position

The Environmental Services Department (ESD) is hiring one (1) Learning and Development Analyst (the classification title is Analyst I/II) in the Workforce Development and Training section of the Employee Services Team. The Employee Services Team is the human resources and professional development contact for over 525 ESD employees. This is an exciting opportunity to create innovative learning opportunities for employees!

Responsibilities include but are not limited to:

  • Developing a professional development and training work plan proposal each year 
  • Conducting needs/asset assessments to determine training needs and resources available
  • Researching best practices, training classes, and programs to make recommendations 
  • Budgeting, planning, developing, promoting, implementing/coordinating, and evaluating training classes and programs
  • Collaborating with in-house subject matter experts and vendors to assist, plan, implement, and evaluate training classes
  • Collaborating with the Central HR Learning and Development Team on planning and promoting Citywide training opportunities and other professional development goals
  • Facilitating and presenting professional development training such as monthly onboarding, 8-session ESD University Academy, bi-annual Welcome to ESD orientations, and conducting other training as needed
  • Curating e-learning or self-paced training content for staff
  • Managing the department learning and development system (LMS) including setting up training sessions and managing registration
  • Responding to ad-hoc training requests from managers
  • Researching and promoting online and on-demand training opportunities
  • Disseminate department-wide communication about upcoming training classes, catalogs, and calendars
  • Managing the ESD Training inbox
  • Data analysis reporting 
  • Maintaining the Training Microsoft SharePoint
  • Maintaining the training section of the personnel activity report
  • Following up with employees on required training
  • Attending outreach events such as career fairs
  • Supporting other City, Department, and Team initiatives, projects, and events as needed
  • Other duties as assigned  

This position requires strong planning, project management, and oral and written communication skills. A strong customer service skill set is essential to this role. 

This position reports to the Senior Analyst in the Workforce Development and Training section. This position offers a hybrid schedule with in-office days at San José City Hall 200 E. Santa Clara Street, San Jose, CA 95113. This position will travel to various offsite events such as job fairs, outreach events, and other offsite City of San Jose locations. Please review the Analyst I/II classification to learn more about the classification specification.

Salary Information

Salary ranges for this classification are:

  • Analyst I: $88,954.32 – $108,108.00
  • Analyst II: $97,078.80-$117,979.68

These salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates’ qualifications and experience.

Minimum Qualifications

Analyst I: A Bachelor's Degree from an accredited college or university and no experience required. 

Analyst II: A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing, and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in the budget, finance, grant administration, organizational analysis, general administration, or human resources.  

Acceptable Substitution: Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration, or human resources may be substituted for the education requirement on a year-for-year basis.  

Licenses or Certificates: Possession of a valid California driver's license may be required for some assignments.
