IT Systems Specialist

This position provides a variety of technical work for the Information Technology (IT) Department including, but not limited to providing planning, requirements gathering, solution analysis, configuration, and system administration for on-premise and cloud-based solutions, devices, and directory services; in addition to troubleshooting, supporting, and configuring of other networked devices.

Status:   Full Time, Non-Exempt

Starting Wage Range:   $32.46/hr. - $35.74/hr.  (wages effective 01/01/2025)

ESSENTIAL FUNCTIONS

  1. Administrates PCs, mobiles, and peripheral device management systems.
  2. Administrates cloud applications for device management, directory services, video conferencing, and other business applications, as assigned.
  3. Reviews, tests, and deploys server and workstation security updates, operating system updates and system patches across enterprise.
  4. Installs and maintains software applications in a client/server environment.
  5. Responsible for configuring, installing, and maintaining operating system image, desktops, laptops, and tablets to insure a standard and clean operating system with applications required.
  6. Performs mobile device management. Ensures setup and security for devices.
  7. Analyzes and troubleshoots problems for computer users with applications, procedures, software, and hardware countywide.
  8. Remotes to end-user devices to troubleshoot problems with hardware and software.
  9. Administrates and monitors end-point devices protected by virus, malware, and Internet filtering software solutions.
  10. Maintains inventories, troubleshoots, repairs, and recommends audiovisual equipment in all County meeting rooms.
  11. Installs, configures, and administrates network PC operating system software and hardware.
  12. Installs, maintains, diagnoses, repairs, replaces electronics equipment related to the Countywide security camera, alarms, sound systems, digital signage, electronic door lock, and other security systems.
  13. Performs backup technical support for correctional facility secure electronic system.
  14. Assists in analyzing, designing, and planning emerging technologies, researching new products, and planning for future systems.
  15. Performs project management as assigned.
  16. Provides support to all County computer and other electronic device users as needed.
  17. Consults with other departments to determine related IT needs design specifications, as assigned.
  18. Maintains and supports software and hardware inventory for all County-wide systems.
  19. Makes recommendations for hardware and software to use on specific projects, and acquires hardware and software as needed to complete those projects. Provides related budget documentation as part of project planning and development.
  20. Advises IT Director on IT equipment replacement or repair recommendations.
  21. Coordinates services with outside vendors. Performs inspections of work performed by vendors, resolving issues with vendor reporting status to the Director.
  22. Develops, creates and maintains software application processes and procedures.
  23. Assists in the maintenance of standards and documentation.
  24. Responds to emergency trouble shooting situations.
  25. Other duties as assigned.

REQUIRED JOB COMPETENCIES

  • Knowledge of the principles, concepts, capabilities, and operations of hardware, data storage devices and peripherals.
  • Knowledge of current technological trends for midrange, client/server, and personal computer information systems.
  • Knowledge of electronic systems such as access control, intrusion alarm, closed circuit television systems, projection and sound systems hardware and components. 
  • Knowledge of Internet connectivity, network security design, and implementation techniques. 
  • Knowledge of the various operating systems utilized by the County.
  • Knowledge of network, application, and data security systems.
  • Knowledge of hardware and software troubleshooting techniques.
  • Knowledge of software installation and support concepts.
  • Skill in scripting languages including Powershell, VBS, batch files, and SQL.
  • Skill in troubleshooting and resolving computer hardware, software, and peripheral problems.
  • Skill in installing and configuring computer and printing equipment.
  • Skill in assisting customers with computer-related problems.
  • Knowledge of administrative policies and procedures of the County.
  • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of computer software including word processing, spreadsheet, and database applications consistent for this position.
  • Ability to perform mathematical calculations required of this position.
  • Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
  • Skill in researching and understanding complex written materials.
  • Ability to prepare and maintain accurate and concise records and reports.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems, and interpreting policies and regulations.
  • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  • Ability to handle sensitive interpersonal situations calmly and tactfully.

PHYSICAL AND WORK ENVIRONMENT

  • This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work has standard vision requirements.
  • Work requires occasional use of a ladder to install/ service IT equipment.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work is generally in a moderately noisy office setting.
