The WSLCB Enforcement and Education Division is announcing an exciting opportunity for an Administrative Regulations Analyst 3 (Liquor Compliance Consultant) position located in Spokane, WA. Representing the Washington State Liquor and Cannabis Board (WSLCB); the Administrative Regulations Analyst 3 provides technical assistance and education in support of the state’s licensed liquor industry. This position also consults with retail liquor licenses, permit holders and premises with privileges to sell liquor to the public to help them understand the RCWs and WACs that regulate the liquor industry and attain voluntary compliance.

They support licensees in operating their businesses in compliance with WSLCB rules and regulations. They seek to obtain voluntary compliance through education and outreach before greater corrective action becomes necessary and may issue verbal warnings and Notices to correct (NTC), when appropriate. 


As a compliance consultant, this position act independently to plan, prioritize, develop, and implement education and community outreach activities that help and support the liquor industry. This position, in conjunction with their supervisor’s input, sets and accomplishes educational priorities. Incumbents resolve complex problems and have latitude to determine methods and procedures to complete their work. Duties may include complex activities such as planning and/or facilitating workshops attended by industry members, assisting in the development of educational/outreach materials for the liquor industry, reviewing monthly and annual tax reports for both in-state liquor licensees, and assisting in developing policies and procedures.

This position also works collaboratively with other internal stakeholders such as Licensing Division and Enforcement and Education Division commissioned staff team members to ensure consistency of messaging and the interpretation of rules and laws that influence the liquor industry.

Duties

Some of your primary duties will include: 

 

  • Educates and engages licensees, the public, and other stakeholders in addressing issues related to our mission by providing licensee support and education. This includes licensee briefings, annual inspections, notice to corrects and employee training.
  •  Responsible for delivering informal and formal training pertaining to applicable RCWs and WACs to liquor licensees, managers, and employees.
  • Develops intervention strategies designed to achieve immediate correction and long-term compliance including recommendations to effect corrective action and to monitor progress. This position delivers clear, concise, accurate and factual summaries of results of inspections and review of reporting requirements both orally and in writing.
  • Participates in comprehensive compliance inspections to ensure that licensees, premises, records, and advertising are within approved minimum guidelines and licensees are in compliance with liquor laws and regulations necessary to ensure the integrity of the liquor industry.   
  • Work includes assisting the commissioned team members with analyzing and responding to complaints on licensed locations. Completes initial contact following the receipt of a nonspecific complaint or a first complaint of a non-public health or safety nature against a licensed premise. Provides education to the licensee, manager, and/or employee pertaining to the allegations. 
  • Organizes and conducts scheduled inspections of licensed establishments to check for compliance with state laws and provides technical assistance as necessary. Provides input on education policies, procedures, and regulations.
  • Schedules and conducts annual inspections in a timely manner. Conducts inspections when necessary. Record findings and notes in the agency records management system.
  • Monitors required reporting of liquor purchases and sales utilizing reports from finance and notifying licensees of identified reporting issues.
  • Coordinates with Licensee and Licensing to take measurements and pictures related to license applications. Record findings and notes in the agency records management system.
  • Reviews the list of licensed locations monthly to verify that retail liquor licenses are current and in good standing. Contacts the licensee prior to license expiration per agency procedure. Expired licenses are reported to the supervisor. Record findings and notes in the agency records management system.

Completes timesheets and submits to supervisor. Attends and participates in office and regional huddles, meetings, and committee assignments. Responds to emails, phone messages, and mail from licensees and assist other agency divisions. Completes comprehensive reports and data entry tracking into the agency’s record management system. 

 

 

Qualifications

Required Qualifications:

A high school diploma or GED AND six (6) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance. 

OR 

An Associate's Degree in business administration, public administration, criminal justice, police science or a closely related field AND four (4) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.

OR 

Bachelor’s Degree in business administration, public administration, criminal justice, police science or a closely related field AND two (2) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.

OR

One year of experience as an LCB Enforcement Officer.
