Emergency Management Specialist IV

Job Announcement

The Fairfax County Fire and Rescue Department (FRD) is seeking an experienced Emergency Management Specialist IV to oversee the department’s National Incident Management System (NIMS) and Incident Command System (ICS) training programs and manage the National Capital Region Incident Management Team (NCR-IMT) program. This vital role ensures the preparedness and professional development of our department and strengthens regional collaboration for emergency management operations.

The position serves as the FRD Training Manager for the National Incident Management System/Incident Command System (NIMS/ICS) training. Serves as the department’s point of contact and liaison for multiagency exercises that require FRD participation, to include appropriate staffing participation, coaching/mentoring and contributing with the after-action report. Maintains a database to track and assure that required FRD personnel maintain required levels of NIMS/ICS training for participation in Emergency Operations Center activations. Coordinates the FRD planning process for large special training events and performs interagency planning for large scale training exercises.

As the NCR-IMT Program Manager, coordinates the NCR-IMT based on input from the NCR-IMT’s Steering Committee, to include:

  • Facilitates high level multijurisdictional planning meetings.
  • Develops and manages the team’s training program.
  • Develops and manages the team’s budget.
  • Development and management of UASI and SHSP Grants.
  • Management of the team’s equipment cache.
  • Management of the team’s administrative documentation.
  • Management of the team’s contracting to facilitate training and exercises.
  • Preparation of deployment documentation.
  • Organizes deployments of personnel to local, state, and national events and emergencies
  • Assists Fairfax County Fiscal Services Division with reconciliation of all time, equipment, and travel records for all NCR-IMT training and deployments.
  • Coordinates with local, state, and federal partners to develop relationships and provide training and deployment opportunities for team members.


This position is classified as essential personnel and is expected to serve as a member of an assigned IMT or Emergency Operations Center (EOC) team upon activation, which could include extended hours and possible deployments over multiple weeks. 

 

Illustrative Duties

  • Assists in the development and implementation of standards, policies, and procedures for the Department;
  • Provides direction, guidance and direct supervision to direct reports and overall leadership to managers and staff, leads change management and project management initiatives;
  • Assists in the review and preparation of legislative proposals;
  • Prepares board items and makes presentations to Board of Supervisors, business and community organizations, and other county departments, as appropriate; Coordinates, collaborates, and communicates with local, regional, state, and federal governmental partners and community organizations on planning initiatives and programmatic issues, as appropriate;
  • Identifies and recommends new technologies to enhance emergency planning, administration, operations, security, training and response efforts;
  • Provides leadership to assure the development, data collection, reporting and analysis of performance measures for the assigned programmatic areas;
  • Provides project management oversight to include project planning, scheduling, and budgeting coordinating with vendors, contractors, and other stakeholders to ensure the timely completion of project deliverables;
  • Assists in developing and managing assigned programmatic budget and contractual services;
  • Develops, coordinates and implements county-wide employee training and awareness programs on security, emergency management, financial recovery and other related topics;
  • Develops, coordinates and implements county-wide and agency specific exercises, after action reports and the Corrective Action Program (CAP) and awareness programs on security, emergency management and other related topics;
  • Represents the department and participates on county-wide taskforces or assigned project teams within related risk assessments, emergency management, human resources, financial areas and other related areas;

 

Required Knowledge Skills and Abilities

  • Knowledge of the theories, principles, and practices of emergency management;
  • Knowledge of County, state, and federal laws/regulations regarding emergency management services and the ability to interpret and apply them correctly;
  • Knowledge of state and municipal government operations;
  • Knowledge of the organization and operation of the County government and its departments and agencies;
  • Ability to meet deadlines and work under pressure;
  • Ability to analyze data and draw sound conclusions;
  • Ability to effectively manage, train and motivate employees;
  • Ability to manage multiple projects to include budgets, planning and timelines;
  • Ability to establish good working relationships with department/agency management, other organizations, County officials, public and private sector organizations, customers and the general public;
  • Ability to develop business continuity and emergency preparedness plans;
  • Ability to communicate clearly and concisely, orally and in writing;

 

Employment Standards

MINIMUM QUALIFICATIONS:    
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, emergency management or related field; plus, six years of experience in emergency management and/or emergency services/public safety, to include project and program management.

PREFERRED QUALIFICATIONS:  

  • Experience with an Incident Management Team, Grant Management, and Project Management.

Knowledge, understanding and proficiency of the following:

  • Principles and practices of Emergency Management and knowledge areas including but not limited to: National Incident Management System (NIMS) and Incident Command System (ICS), National Response Framework (NRF), Hazard Mitigation, and others.
  • Ability to manage projects/programs; and analyze information from policies and regulations.
  • Ability to effectively communicate, interact and collaborate with a wide variety of groups and individuals.
  • Oral and written communication and collaboration skills.
  • Proficiency in the use of information technology tools applicable to the field of emergency management and modern office productivity software for communicating (email), planning, scheduling, spreadsheets, and word processing.
  • Experience reviewing Federal and State emergency management statutes, rules and policies, and assuring local planning products and initiatives align.


CERTIFICATES AND LICENSES REQUIRED:

  • Driver's license (required)
  • Incident Command System (ICS) 305 (Required within 12 months of employment)
  • Federal Emergency Management Agency (FEMA) Professional Development Series (PDS) certification program (Required within 18 months of employment)


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, sanctions screening and driving record check to the satisfaction of the employer.  
 
PHYSICAL REQUIREMENTS:
Able to lift up to 25 pounds, speak articulately in person and on the telephone, work long periods at a desk, walk over rough terrain on occasion, and fully participate as required as a civilian member of a public safety agency. All duties may be performed with or without reasonable accommodations.
