PURPOSE
To establish a list of eligible candidates that will be used to fill anticipated and future vacancies (full and part-time) for the duration of the list, up to one year. The anticipated vacancy is a 12-month, full-time (8 hours/day) position for Student Support Services Department located at the District Office in Simi Valley, CA.
APPLICATION DEADLINE: Completed applications must be submitted no later than 11:59 p.m. on January 15, 2025. Late applications will not be accepted.
TESTING PROCESS:
A) Multiple Choice Test = 40% weighting on final score
Tentatively scheduled for the week of January 21, 2025
B) Structured Interview = 60% weighting on final score
Tentatively scheduled for the week of February 3, 2025
Applicants must meet the minimum qualifications stated in the job posting by the application deadline in order to move forward in the testing process. Those candidates who meet the minimum qualifications will be invited to the multiple choice test. Those with the highest scores on the multiple choice test will be invited to the structured interview. The testing process is subject to change as needs dictate. Summary
Performs varied and complex technical accounting duties associated with processing and completing accounting transactions, monitoring budgets for special programs, and preparing financial reports using established formats.
Coordinates and prepares consolidated applications for categorical funding that maximize the District's reimbursement for services and revenues.
Distinguishing Career Features
The Accounting Technician refers to the second in a three-level career ladder for clerical and technical accounting.
Advancement to Accounting Technician is possible with demonstrated knowledge of the computer-aided accounting system and codes, the ability to process a full range of financial transactions for categorical programs including mandated financial reporting and performance analysis. Advancement to Senior Accounting Technician is possible with knowledge of and competency in revenue stream accounting, budget development and administration, preparing journal entries to general ledger, budget administration to multiple departments involving line item transfers, and preparing special accounting performance reports.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Prepares financial and statistical reports including the monthly and annual closing of books for, but not limited to, diverse special programs and funds. Prepares claims for reimbursement on services provided by the District and mandated by external agencies. Prepares periodic reports such as those for programs and interdepartmental transfers.
- Maintains chart of accounts for grant, categorical, and special project funding. Sets up contract files, related documentation, and reporting requirements. Verifies and codes claims for reimbursements. Prepares reports of financial activity against budgets.
- Reviews and analyzes transactions processed by others for accuracy, proper account coding or classification and allocation. Follows up with vendors, suppliers, and agencies to reconcile transactions.
- Compiles mandated financial reports to committees, administrators, and external agencies on a recurring basis to show performance in special and categorical funds.
- Researches, compiles information, and prepares the District's consolidated applications for categorical services, level of funding, and reimbursement impacting the District's revenue stream. Ensures that report inclusions are accurate and submitted on a timely basis.
- Assists, and may facilitate certain aspects of the budget development process for categorical, special, and general funds. Participates in certain aspects of its preparation, such as data collection and prior-year performance analysis.
- Maintains up-to-date knowledge of the regulations and reporting requirements and procedures connected with categorical, special and general fund programs. Provides technical assistance to staff on financial matters relating to programs.
- Monitors approved budgets, initiates line-item transfers of funds for approval, and produces period reports depicting budget versus actual status.
- Manipulates data management systems to produce custom, yet recurring reports, requiring a working knowledge of the relationships of financial data.
- Provides technical support to school sites and departments on accessing and interpreting accounting information, evaluating budgets, working with computerized accounting systems and databases that contain financial and statistical information, and on extracting data for reports.
- Provides administrative support to projects and special assignments that require getting information and cooperation from other departments and vendors.
- May prepare correspondence relating to assigned responsibilities.
- Performs other duties as assigned that support the overall objective of the position including the duties of Accounting Clerks.
MINIMUM QUALIFICATIONS
Qualifications
- Education and Experience
Requires an Associates degree with curriculum in bookkeeping or business practices and 3 years progressively responsible accounting, budgeting or closely related experience in a municipal, school, or special fund capacity. Additional experience may substitute for higher education based on two years of experience for one year of college.
SUPPLEMENTAL INFORMATION
- Knowledge and Skills
The position requires: Working knowledge of the principles, practices, and terminology of financial and statistical record keeping and accounting data entry practices. In-depth knowledge of governmental and fund accounting procedures for accounts payable, accounts receivable, and disbursements. Knowledge of the regulations and controls applying to financial operations in education. In-depth knowledge of computer-aided accounting systems to maintain accounts, enter accounting transactions, and extract detail and summary information. Working knowledge of financial statements and accounting performance (variance) reports, as well as audit documentation requirements. Working knowledge of financial reporting processes associated with categorical and special fund programs. Working knowledge of office clerical procedures and computer-aided office productivity software. Sufficient writing skills to prepare basic business correspondence, accounting instructions, and account footnotes. Well-developed math skills to compute totals, extensions, portions, ratios, quotients, and percentages. Sufficient human relations skill to convey policies and procedures and to deal cooperatively with others on accounting transactions.

Requires the ability to: Perform the functions of the position. Setup fund accounts and prepare financial reports. Develop budgets for categorical programs. Learn and apply accounting rules and procedures, sales and use tax requirements and schedules, and procedures for electronic transfer of accounting information. Research, compile, analyze, and interpret accounting data. Maintain accurate and retrievable files, records, audit trails and trace transactions to original entries. Perform accounting and general math computations quickly and accurately. Organize and prioritize work to meet deadlines and timetables. Work cooperatively with individuals and work teams within and outside the department, including vendors. Access and use a computer, common office productivity software, and specialized accounting software to access databases.
- Physical Abilities
Requires: ability to work in an office setting engaged in work of a primarily sedentary nature; sufficient hand-eye-arm coordination to use a keyboard and 10-key, arm/hand movements to retrieve work materials from storage files, and operate a variety of general office equipment; visual acuity to read computer screens, printed material, and detailed accounting information; auditory ability to carry on conversations over the phone and in person.

Work is performed indoors where minimal safety considerations exist.
