The County of Riverside's Flood Control and Water Conservation District has an opportunity for an Accountant I/II for their Fixed Assets Team located in Riverside.

 

In this role, the Accountant will be responsible for the accurate accounting and management of fixed assets across dual accounting systems. They will ensure timely and accurate accounting for fixed assets, perform complex professional and technical work related to the preparation and maintenance of fixed asset records, and prepare the Capital Assets Roll for the Annual Comprehensive Financial Report (ACFR) along with the related ACFR notes. Additionally, the accountant will record monthly depreciation, manage additions and retirements of assets, track Construction in Progress (CIP), and document purchases and donations of land.

 

As the primary point of contact for staff inquiries regarding District fixed assets, the accountant will prepare various analytical reports related to District finances and reconcile general ledger accounts within dual accounting systems. Their responsibilities will also include preparing complex journal entries to ensure accurate financial records and compiling yearly reports for Risk Management, such as the Property Program Renewal report and the Insurance Cost Allocation report. They will assist in the preparation of the District’s annual budget of $300 million and collaborate with the Administrative Services Supervisor to complete special projects, including desk procedures, ISF rates analysis, cash flow analysis, and fund balance analysis. Furthermore, the accountant will review and analyze work procedures and technical problems, recommending changes to improve efficiency and enhance customer service for both internal and external stakeholders.

 


The Accountant I is a natural progression underfill for the Accountant II. Incumbents are expected to promote to Accountant II after obtaining one year of experience as an Accountant I, meeting the education requirement and obtaining a satisfactory performance evaluation. Failure to promote to the Accountant II class will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.

 

Competitive Skills and Experience:

 

The ideal candidate will possess a strong knowledge of basic accounting principles and practices related to financial costs, as well as fixed asset policies, procedures, and regulations. They should have a thorough understanding of fundamental accounting principles and demonstrate proficiency in processing General Ledger journals and reconciling accounts. Experience with accounting software such as Financial Enterprise and PeopleSoft is essential, along with the ability to effectively use general office equipment, the Internet, E-mail, and Microsoft software products (including Excel, Word, and Access). A solid understanding of Generally Accepted Accounting Principles (GAAP) and all governmental requirements regarding the recording and treatment of fixed assets is also necessary. Advanced proficiency in Microsoft Excel is required, as well as the ability to work cooperatively with senior management and staff to meet business needs. Excellent communication and organizational skills, strong attention to detail, and problem-solving abilities are critical for success in this role. Additionally, the candidate should have experience utilizing a Trial Balance to obtain relevant information.

EXAMPLES OF ESSENTIAL DUTIES

 

 

 

• Establish, review, revise, and maintain controls on fiscal recordkeeping functions in an assigned unit. 

 

• Examine and analyze fiscal recordkeeping systems and procedures. 

 

• Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices). 

 

• Prepare trial balances, reconciliations, work sheets, and schedules. 

 

• Prepare a variety of accounting, statistical, and narrative reports. 

 

• Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls. 

 

• Prepare recommendations for the installation of new or revised accounting and cost systems, procedures, and records. 

 

• Analyze the classification and distribution of income and expenditures to proper accounts. 

 

• Develop complex rate or cost models. 

 

• Track, report, and reimburse routine federal or state grants.

 

 

MINIMUM QUALIFICATIONS

 

 

 

Accountant I ($62,496.96 - $86,707.60 Annually)

 

OPTION I 

 

Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

 

OPTION II

 

Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.
Accountant II ($65,934.29 - $91,476.52 Annually)

 

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.  (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

 

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification. 

 

OPTION II
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor. 

 

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification. 

 

The level at which this position will be filled will be at the discretion of the department.
