The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment.
This position serves as the Programming Supervisor, supporting the IL Gaming Board Agency by planning, organizing, and directing the analysis, design, programming, implementation, and support of information systems and programs.
In this role, you will develop goals and objectives for the programming unit and establish and implement operational policies and procedures.
In addition, you will serve as Project Manager for application development requests including managing the agency’s programming project user requests.
This position also serves as the lead software developer and is responsible for supervising other developers assigned to the IL Gaming Board Agency.

Essential Functions
- Under general direction, serves as the Programming Supervisor and the lead programmer for the Department of Innovation & Technology (DoIT) supporting the Programming Unit of the Illinois Gaming Board (IGB), planning, organizing, and directing the analysis, design, programming, implementation, and support of information systems and programs.
- Serves as Project Manager for application development requests including managing the agency’s programming project user requests to ensure completion and priority of agency programming needs are met.
- Serves as working supervisor.
- Develops control procedures, inputs and outputs, form design, and interactive system procedures.
- Develops and maintains communication with outside agencies, vendor groups and Gaming Division Managers to obtain and share information on program data requirements related to major project implementations of new enhancements and upgrades to programs and testing of new initiatives and directives.
- Creates, evaluates, and implements formal and informal training for professional programming staff.
- Keeps abreast of new developments in the Information Technology field by continuing education through attendance at meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in management information systems, data processing, telecommunications, or a direct Information Technology related field.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
Preferred Qualifications
- Three (3) years of professional experience performing database application development and programming.
- Three (3) years of professional experience with system development life cycle (SDLC) processes.
- Three (3) years of professional experience with ASP.NET, C#, Crystal Reports, JavaScript, Microsoft Access, SQL Management Studio, SQL Server, Visual Basic (VB), Visual Studio, VB.NET, and cloud computing platforms such as Microsoft Azure and Salesforce.
- Three (3) years of managing a team of developers, delivering solutions on time, and budget.
- Three (3) years of professional experience managing application development and programming projects.
- Three (3) years of supervisory experience in an Information Technology organization.
- Extensive knowledge identifying functional requirements consisting of defining inputs and outputs, processing, and data requirements.
- Ability to create, evaluate, and implement formal and informal training for professional programming staff.
- Ability to develop and document processes and procedures.
- Ability to develop and maintain cooperative working relationships with agency officials, associates, vendors, and clients both within and outside of the agency.
