In this role you will collaborate with ERP HCM leadership to coordinate and control implementation of the Organization and Compensation Management within the ERP HCM program and recommend program enhancements and system modifications.
In addition, you will possess the Functional Expert role for Organization and Compensation Management in the operational steady state organization.

Essential Functions
- Subject to management approval, serves as the Functional Expert - Organization & Compensation Management, operating as the leading authority on all Enterprise Resource Planning (ERP) Program Organization and Compensation Management functional issues including design, transition, compilation, and maintenance of key data for organizational structure and position management for the Department of Innovation & Technology (DoIT).
- Collaborates with ERP HCM Program leadership to coordinate and control the implementation of Organization and Compensation Management within the ERP HCM Program.
- Serves as a member of the ERP HCM Program team in steady state operations and possesses the Functional Expert role for Organization and Compensation Management in the operational steady state organization.
- Actively engages in ongoing professional progress related to new developments in SuccessFactors software by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college in General Administration in fields such as Human Resources, Public Administration, or a directly related field.
- Requires four (4) years of progressively responsible administrative Human Resources work experience in a complex organization with employees governed by multiple regulations and bargaining contracts.
Preferred Qualifications
- Six (6) years of professional experience leading the implementation and management of Organizational and Compensation Management modules within an ERP HCM system, including experience with post-implementation support and overseeing permanent organizational structures.
- Four (4) years of professional experience interpreting and applying personnel-related laws, rules, and regulations within the context of HR and compensation management, ensuring compliance and alignment with organizational policies and objectives.
- Four (4) years of professional experience participating in policy development, legislative modifications, and cross-agency coordination related to ERP HCM systems, with proven ability to represent and make authoritative decisions on behalf of an organization in inter-agency or inter-governmental settings.
- Three (3) years of professional experience serving as a Functional Expert in Organization and Compensation Management within an ERP HCM system, including providing production support, resolving data integrity issues, and collaborating with vendors and agency staff.
- Two (2) years of professional experience in leading cross-functional teams to review and analyze functional requirements, ensuring alignment with policy objectives, while actively participating in long-term strategic planning and goal-setting discussions for ERP HCM programs.
- Two (2) years of professional experience designing or implementing a new or major change to a system of record, including resolving conflicts and addressing data integrity issues.
- Two (2) years of professional experience overseeing personnel functions using SuccessFactors or a similar HR management system, supporting a complex and diverse workforce across various functions and organizational levels.
- Extensive knowledge of creating and writing job descriptions.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
