The State of South Dakota Department of Labor & Regulation is hiring a Veteran Employment Representative to join their Sioux Falls, SD team. This onsite role, part of the Job Services team, will focus on two main responsibilities: assisting eligible veterans and persons overcome significant barriers to reaching meaningful employment and conduct employer outreach and advocacy for the hiring of all veterans.

Requirement: Federal law requires that any Department of Labor position funded by a Consolidated Veteran Services grant must be filled by a veteran who meets one of the criteria below. Applicants for this position must submit a copy of their DD214 discharge papers with their application.
Applicants must have one of the following:
- served on active duty for a period of more than 180 days and was discharged with other than a dishonorable discharge:
- was discharged or released from active duty because of a service-connected disability;
- was a member of a reserve component under an order to active duty— pursuant to 10 U.S.C. §§ 12301(a), (d), or (g); 12302; or 12304—who served on active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and was discharged or released from such duty with other than a dishonorable discharge;
- was discharged or released from active duty by reason of a sole survivorship discharge.
A valid driver's license is required for this position.

About the role:
The Veteran Employment Representative will provide individualized career case management services to eligible veterans through Jobs for Veterans’ State Grant (JVSG)/Disabled Veterans Outreach Program (DVOP). This role also performs employer outreach to promote hiring veterans through the Local Veterans Employment Representative (LVER) program. This is a Full-Time 40-hour weekly position in a typical office environment. May conduct some duties outside of the office to attend meetings with partnering agencies. Office hours are Monday through Friday, 8:00 a.m.-5:00 p.m.
Who we want: The ideal candidate will have a passion for assisting eligible veterans by providing services to meet their needs in overcoming barriers to gainful employment. In addition, the ideal candidate will have a desire to promote both the hiring and retention of all veterans to employers through outreach efforts.
The ideal candidate will have:
- A bachelor's degree is preferred, but not required, in social work, human services, psychology, sociology or a related field.
- A background in case management and/or veteran hiring is preferred, but not required.
- It is very important for candidates to be able to use a personal computer/laptop, have specific knowledge and proficiency with Microsoft Word, Outlook, Excel, Access, and have the ability to work with various software programs including virtual platforms such as Microsoft TEAMS, Adobe Sign.
- Ability to navigate a variety of computer software systems.
Knowledge of:
- case management, interviewing and counseling techniques;
- veterans’ employment programs and community services; disability programs and Vocational Rehabilitation services;
- federal, state, and local public assistance programs;
- labor market and economic conditions in a local area;
- career training programs and post-secondary education opportunities;
- knowledge of local educational, social services and support services offered in our community;
- business employment/recruiting practices; labor market data, resources, and economic conditions in the geographical area of businesses being contacted and served;
- federal and state employment service laws;
- veteran attributes they bring to an employer and challenges veterans may have in securing employment;
- knowledge of accommodations which can be incorporated to assist both the veteran and employer to successfully complete the hiring process.
Skill to:
- utilize assessment results and a variety of services to develop a holistic employment plan with both short-term and long-term goals;
- develop employment opportunities for participants with existing employer partnerships;
- conduct outreach to employers and advocate for the hiring of veterans;
- provide training to internal staff and Workforce Investment Opportunity Act (WIOA) partners on veteran’s needs and a variety of employment initiatives and programs;
- educate businesses on veterans’ workforce needs;
- promote credentialing and licensing opportunities for veterans.
Ability to:
- perform case management duties, including following up with participants;
- conduct relationship building, outreach and recruitment activities with other service providers to encourage enrollment of Significant Barrier to Employment (SBE) authorized category veterans in the local office registration protocol;
- host integrated Resource Team (IRT) meetings with relevant partner agencies who can assist the participant;
- complete required data entry for services and formulate and properly document notes;
- learn about other DLR programs that can benefit participants;
- assist federal contractors of the process to recruit qualified veterans; be able to assist both DVOP staff and non-JVSG staff in finding job placement opportunities for their veteran participants; in conjunction with employers, conduct job searches and workshops, and establish job search groups;
- assist employers in creating and implementing initiatives to be eligible for the HIRE Vets Medallion Award Program and assist eligible employers apply for this VETS federal award for hiring veterans; and be able to help plan and participate in career fairs;
- develop and maintain effective relationships with participants, program partners, employers, and co-workers;
- interpret rules, policies, and procedures;
- demonstrate initiative and work independently and as part of a team;
- communicate information clearly and concisely, either individually or to groups in a classroom setting.
