What We’re Seeking: DATCP currently has an opening for a Program & Policy Chief position with the Division of Food and Recreational Safety.

Where We’re Located: The Prairie Oaks State Office Building is situated on Madison’s southeast side. We are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.

Telecommuting Option: This position may have the ability to telecommute. An approved telecommuting agreement is required before an employee may telecommute. Approval of the employee’s telecommuting agreement and work schedule will vary based on the operational needs of the department. All DATCP employees who telecommute are required to live in Wisconsin.

Position Summary

 

This position serves as a member of the division management team and participates in advising the Administrator and bureaus in strategic planning, budget and fiscal/procurement/purchasing, grants and contracts management fiscally, administrative rules, division policies and personnel management. This position plans, consults, and provides personnel management and coordination for the administrative operations of the division. This position has division-wide management responsibilities and back-up signature authority for various personnel, budget and management documents, including contracts, grants and agreements for the Division's Administrator as well as in other program areas in the absence of the Administrator and/or Bureau Directors. This position provides advice and recommendations to the Administrator, Bureau Directors, and other government entities, on key policy and program decisions.

Salary Information

 

The classification of this position is Program & Policy Chief, which is in schedule-range 81-02 with a starting pay of $44.50 per hour up to $48.50 per hour, commensurate with experience. Pay on appointment may vary according to the applicable pay transaction provisions of the compensation plan. Pay for current State employees will be set in accordance with the State Compensation Plan and Wisconsin Administrative Code. This position is not represented by a collective bargaining unit.  A 24-month probationary period is required.

Infrequent overnight travel may be required for up to 5% of this position’s duties.

Qualifications

 

Minimally qualified candidates will have each of the following:

  • Experience with strategic planning, program planning and/or program evaluation techniques and practices. 
  • Experience developing policies including analysis, implementation and recommendations for policy alternatives. 
  • Supervisory experience managing personnel issues to include: coaching, goal setting, performance evaluation, recruitment, employee discipline, etc.
  • Experience in a project management leadership role 

In addition, highly qualified candidates will have one or more of the following:

  • Training and/or experience with the state budgetary and administrative rules processes
  • Experience evaluating policy or legislative proposals, drafting and providing testimony and providing fiscal estimates on the potential impacts.
  • Experience with implementing and meeting state and/or federal standards
