Regional EMS Coordinator (Public Service Administrator, Opt.8N)

Position Overview

The Office of Preparedness & Response (OPR) provides emergency response policy making, planning, training, exercise, and incident management and evaluation services for all IDPH programs. It coordinates the public health and medical technical services and resources that Illinois provides during a disaster through the State Incident Response Center (SIRC). Working with SIRC agencies, OPR can offer certain federal and State emergency medical countermeasures for the public and responders through local public health departments and hospitals. OPR also provides financial and technical resources to local health departments, hospitals, and emergency medical services, and regulates emergency medical services and specific hospital programs. 

 

OPR includes the following Divisions:

Disaster Planning & Readiness
Emergency Medical Systems & Highway Safety
Budget operations fall directly under the management of the Deputy Director.

Essential Functions

  • Plans, directs and coordinates the statewide activities of the Emergency Medical Services (EMS) and Trauma Programs within the region.
  • Assist with sub-recipient monitoring of the use of HPP grant funds and activities through site surveys, review of quarterly reports and ensuring grant deliverables are met and expenditures are within the scope of the grant.
  • Develop and conduct EMS training within the region to RHCC Coordinators, hospital emergency preparedness and response staff and emergency medical technicians.
  • Travels within the region for the inspection of emergency medical services vehicles for licensure and certification.
  • Serves as liaison between providers, EMS staff, Central Office and professional organizations to facilitate the development, implementation and evaluation of internal procedures.
  • Responsible for the preparation of reports, issue papers, and conducting research as needed.
  • Completes complaint investigations within the region involving ambulances, EMS System, Free Standing Clinics, and Trauma Centers.
  • Receives education and training, and participates, in emergency response activities such as staffing the Public Health Emergency Operations Center (PHEOC); Incident Management Team (IMT); State Emergency Operations Center (SEOC); Joint Operations Center (JOC); Receipt, Stage and Store Facility (RSS), Regional Distribution Center (RDC); or the Unified Area Command (UAC).
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in EMS and Trauma Systems in Illinois.
  • Requires State of Illinois Registered Nurse license.

Preferred Qualifications

  • Three years experience assisting with sub-recipient monitoring of the use of grant funds and activities.
  • Three years experience developing and conducting EMS training.
  • Three years experience inspecting emergency medical services vehicles for licensure and certification.
  • Two years experience serving as liaison between providers, EMS staff, or professional organizations to facilitate the development, implementation and evaluation of procedures.
  • Two years experience preparing reports, issuing papers, and conducting research.
  • Two years experience completing complaint investigations involving ambulances, EMS Systems, Free Standing Clinics, or Trauma Centers.
  • Ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems.
  • One year work experience in Microsoft products including, Word, Excel, PowerPoint, etc.

Conditions of Employment

  • Requires possession of a valid Driver’s license.
  • Requires the ability to travel statewide.
  • Requires physical agility necessary to inspect EMS vehicles.
