The Substance and Addiction Prevention Branch (SAPB), within the Center for Healthy Communities, aims to reduce individual, social, and environmental harm from addiction and substance use through research-driven prevention, education, and treatment. SAPB houses CDPH’s overdose, youth cannabis prevention, alcohol, and problem gambling programs, creating synergy between substance use and addiction prevention efforts. In addition to efforts related to addiction and substance use, SAPB examines a wide range of societal, community, and social influences on individual consumption and the resulting social and behavioral outcomes. This work supports Department-wide initiatives around behavioral health (e.g., mental health and substance use).

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by ensuring that core business areas are efficient, innovative, transparent, and customer focused.

The incumbent works under the direction of the Staff Services Manager I (SSM I), Chief, Contracts and Fiscal Unit (CFU), of the Substance and Addiction Prevention Branch (SAPB) to provide administrative and programmatic support and analyses.

The Associate Governmental Program Analyst (AGPA) serves as the Contracts Analyst and is responsible for a number of administrative activities, including  coordination of solicitation method, contracts development and processing, procurements and Grants management, tracking and monitoring contractual expenditures, performing complex technical analytical duties to support prevention, evaluation and media efforts by providing Fiscal Oversight, Budget Management,  Administrative support through Written Communications, and Coordination and Collaboration with federal, state, stakeholders and local agencies such as California Department of Justice and the California Department of Health Care Services.

The Contracts Analyst prepares, tracks, and manages agreements budgets, and reconciles monthly expenditures, encumbrances, and balances. Prepares and assists with development of contracts, RFA/RFPs, intergovernmental negotiations and coordinates the approval process with Program Support Branch. Serves as lead and subject-matter generalist to SAPB staff and managers on the complex administrative policies and procedures, including but not limited to contractual guidelines, grant reporting, procurements, and contract services. Makes recommendations to management on a broad spectrum of administrative and program-related problems. Prepares communications for funding agencies, including progress reports, continuation applications, and grant notes; obtains approvals; and receives, tracks, and responds to public inquiries.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and experience in the State contractual process, contract acquisition, development and management, and financial management
  • Proficient in MS software (Word, Excel, Access, PowerPoint)
  • Poses knowledge and experience of basic principles of contractual procedures and methods used by private or public agencies and organizations of State Government; applicable laws, contracts, rules, and statutes
  • Effectively analyze data
  • Organized, self-starter, detail oriented, ability to multi-task complex contractual projects
  • Ability to resolve concerns at the lowest possible level, complete tasks and provide a quality work product with minimal supervision
  • Communicate effectively and tactfully (verbally and in writing) when interacting with internal/external staff throughout the state and the general public
  • Work individually and/or in a team environment
  • Excellent customer service
  • Positivity in a changing, exciting environment
  • Possess proficient writing and grammar skills
