Recreation Policy Program Manager

The Recreation Policy Program Manager supports the Tribe’s monitoring and engagement on issues related to recreation policy. The Recreation Policy Program Manager will work in close alignment with the Executive Director of Governmental Affairs & Special Projects and related Tribal departments and staff to ensure the Tribe’s values and perspectives are well represented in recreation policy spaces. The Recreation Policy Program Manager will collect and analyze recreation data to craft public education and messaging strategies and materials and foster relationships with community organizations, businesses, governments, and other parties involved in recreation issues on Snoqualmie Tribe’s ancestral lands. 

 

Essential Duties:

  • Facilitate cross departmental information sharing, plan details, and project tracking related to recreation.
  • Lead and oversee data collection and analysis efforts related to recreation and recreation impacts to Tribal ancestral lands.
  • Utilize data to support the Tribe’s messaging and commenting on recreation impacts and policy including user groups, use types, plans, recreation spaces, technology, and marketing.
  • Develop recreation policy plans with Tribal staff team and when directed, lead various internal Tribal recreation initiatives.
  • Maintain catalogue of literature related to recreation and management to support policy and messaging development.
  • Support and contribute to recreation-based educational content development.
  • Establish and maintain relationships with governmental agencies, nonprofits, businesses and community groups related to recreation.
  • Develop messaging specific to user groups to most effectively communicate Tribal perspectives on recreational policies.
  • Work with the Environmental & Natural Resources, Department of Archaeology & Historic Preservation, and other departments to ensure alignment and consistency in approach to recreation issues.
  • Develop and broker relationships with recreation retail partners to implement mutually beneficial outcomes.
  • Monitor and analyze external plans, policies, and initiatives related to recreation impacts and provide regular reporting to internal team.
  • Support the GASP Tower with the conceptualization and planning of various Tribal events and providing logistics support at community events.
  • Attend and support community events to support departmental communications within the Tribe and with the general public.
  • Produce communications materials to support departmental communications regarding ongoing projects and initiatives related to recreation.
  • Plan and execute events and meetings related to recreation.
  • Gather, analyze, synthesize, organize and help evaluate a variety of data related to recreation.
  • Coordinate with other Tribal Departments on recreation policy matters.
  • Maintain and organize shared folders and files to ensure team efficiency.
  • Prepare presentation materials and communication documents as needed.
  • Coordinate report items for regular department reports and external reports.
  • Support and lead tasks required for grant management and reporting related to recreation policy.
  • Provide recreation policy-related support and assistance to the Executive Director of Governmental Affairs and Special Projects and other Directors in the GASP Tower, as needed.

Additional Duties:

  • Conduct research, undertake due diligence efforts, and write reports, as directed, supporting the governmental affairs, and special project function areas.
  • Undertake special projects and assignments as directed by the Executive Director of Governmental Affairs and Special Projects.
  • Provide documentation, records, reports and communication to the Executive Director of Governmental Affairs and Special Projects, other Tribal staff and Tribal Council, as necessary.

Requirements

  • Ability to perform multiple tasks accurately and efficiently under time constraints.

  • Communicate effectively both orally and in writing in dealing with Tribal Council, Tribal staff, Tribal members, external partners and governments, and the public.

  • Knowledge of computer chart, graph and table formatting.
  • Demonstrated efficiency in utilizing word processing and spreadsheet software.
  • Demonstrated experience of working efficiently under tight deadlines.
  • Demonstrated skill in copyrighting and editing
  • Demonstrated skill in public communications.

Education & Experience:

Education Required:  

  • Bachelor’s degree in business, project management, planning, public relations, communications or a related field; or a combination of education and experience that demonstrates the ability to perform the essential functions of the position may substitute for degree requirement.

Education Preferred:  

  • Master’s degree in business, project management, planning, public relations, communications or a related field; or a combination of education and experience that demonstrates the ability to perform the essential functions of the position may substitute for degree requirement.

Experience Required:

  • 6+ years of experience working with recreation organizations in the Snoqualmie corridor area.
  • 4+ years of experience with project management and financial reporting processes.
  • 4+ years of experience in policy and community education and messaging to broad audiences.
  • 4+ years of experience with data collection, analysis, and reporting.
  • 4+ years of experience working community events.
  • 4+ years of experience with contracts management.
  • Experience working in natural and cultural resource related fields.
  • Experience with writing and communications.
  • Experience with event coordination and planning.
  • Experience with Microsoft 365 and OneDrive.
  • Experience with budgeting.

Experience Preferred:

  • Experience with graphic design software.
  • Experience in contract management and grant reporting.

Certifications/Licenses:

  • Valid Washington State Driver’s License.

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation.
  • Must be able to pass a thorough character background investigation to be cleared to work with Tribal children.
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

Work generally takes place in an office environment within a controlled atmosphere building. Noise levels are typically low to moderate.

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.

 

Additional Information:

  • Salary, compensation will be determined based on experience and starts at $88,726.03 per year.
  • This position is a regular full-time position and employment is at will.
