The Virginia Department of Housing and Community Development (DHCD) is on the forefront in implementing safe and affordable housing strategies that promote and create innovative community development initiatives to meet the challenges of a growing Virginia.

DHCD is seeking to hire two (2) highly motivated individuals for the position of Program Administrator. The Program Administrator serves as the primary point of contact for DHCD grantees such as city, town, or county governments, non-profits, or other funded entities specifically that have a focus on community and economic development through the utilization state and federal funding resources including but not limited to: Community Development Block Grant (CDBG), Appalachian Regional Commission (ARC), and/or other programs administered by DHCD.

The Program Administrator will support program managers in successfully and efficiently implementing programs by being responsible for project management activities and communicating with grantees from application through successful project completion. This position ensures that grantees and sub-recipients utilize funding for community and economic development projects in accordance with applicable state and federal regulations, provides technical assistance for the delivery of the required benefits, on time and within budget, and creates supportive community relationships for the longevity and community sustainability.

Minimum Qualifications

• Experience in program compliance/monitoring or equivalent work experience in professional environment.
• Considerable experience with financial record keeping and/or bookkeeping or equivalent work experience in a professional office environment.
• Work experience and proficiency in Microsoft Office suite (including Word, Excel, PowerPoint, Outlook) to create reports, draft documents, and create presentations. Considerable experience using spreadsheets and database programs.
• Working experience developing and delivering technical presentations as well as facilitating group discussions.
• Knowledge of business administration financial practices including payment processing, expense reporting, and financial account reconciliation.
• Strong analytical skills such as data and information analysis, problem solving, critical thinking, researching etc.
• Excellent communication skills in writing, public speaking and interpersonal communication while building impactful working relationships with diverse populations, team members and stakeholders.
• Demonstrated ability to read and interpret specific program regulations and apply them to understand program requirements regarding grant financial administration.
• Ability to travel independent of other agency staff with occasional travel to work with internal and external partners, both day and overnight trips. Must be able to engage in travel and valid Virginia driver’s license required.

• Experience in managing multiple programs, priorities, and fiscal resources.
• Experience managing state and/or federal housing and programs, particularly related to community and economic development
