Victim Services Coordinator

Join the Oregon Youth Authority (OYA) as a Victim Services Coordinator, where you'll play a pivotal role in developing and coordinating crime victim and survivor services within our dedicated Victim Engagement Program (VEP) team. In this position, you'll be at the forefront of ensuring the provision of trauma informed and person-centered services and trauma recovery opportunities to crime victims, survivors, and their families connected to youth in OYA custody.

 

Your responsibilities encompass a wide array of critical tasks, including advising on legal mandates, creating, implementing, and maintaining programs that support victim engagement and trauma recovery. Coordinating victim's rights notification and staying abreast of emerging trends in victim services. You'll spearhead initiatives such as victim/offender dialogue programing and manage a responsibility letter bank, all aimed at supporting the healing process of victims and survivors as well as the youth in OYA custody.

 

Beyond program development and oversight, you'll serve as OYA's representative on public policy matters related to crime victims’ rights, engaging in advocacy efforts at the statewide level. Collaboration with juvenile justice partners and active participation in advocacy workgroups will be integral to your role.

The Day in the Life:

  • Development, implementation, and coordination of crime victim and survivor services at OYA.
  • Implementing a victim/offender facilitated dialogue programming, a responsibility letter bank, and other restorative justice focused initiatives.
  • Resolve complex crime victim rights matters and oversee the victim notification processes.
  • Provide technical assistance and ongoing process improvement for OYA’s VEP to ensure provision of legally required notification of rights to crime victims.

Additional Information:

  • Hybrid Telework: This position is eligible for a flexible hybrid work schedule with the expectation that the incumbent will work in the office at least 2 days a week.  This position is based at our Central Office in Salem, Oregon and will require traveling around the state to maintain regular contact with local and state agency staff, OYA staff, and external stakeholders. Occasional overnight travel may be needed. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.
  • We may use this recruitment to fill future vacancies.
  • Starting Salary Expectations for new to State service: $65,796.00 - $75,864.00 annually; based on qualifications, experience, and internal equity (should you have significant years of experience performing this work, starting salary may be higher).
  • Position Salary Range: up to $107,988.00 annual salary.
  • This position receives annual increases on anniversary date until the maximum of the salary range is reached.
  • Upon PERS eligibility, employees will receive a 6.95% increase to their base salary and will pay the employee 6% contribution to PERS.

What We Are Looking For:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program

OR;

  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

  • Demonstrated experience in victim advocacy and service provision either in system based or community-based programing.
  • Demonstrated experience with issues related to implicit bias, oppression, diversity, equity and inclusion and strong commitment to understanding, identifying, and eliminating systemic barriers that affect population impacted by inequity.
  • Knowledge and demonstrated work experience in criminal and/or juvenile justice systems.
  • Demonstrated experience in restorative justice and/or community-based harm reduction programing.  
  • Demonstrated experience with program development and implementation planning.
  • Strong verbal and written communication skills, including facilitating trainings and presentations.
