Job Summary:

 

University Human Resources is seeking a Student Employment Specialist. This is a full-time (1.00 FTE), 12-month, professional faculty position.

 

The Student Employment Center is part of the University Human Resources Service Center. The Service Center is comprised of three main areas/teams: Life Cycle Support Services, HR Help Center, and the Student Employment Center. The HR Service Center teams within University Human Resources provide quality services to achieve effective management of a workforce supporting teaching, research, and public service at Oregon State University.

 

The Student Employment Center consists of two teams supporting graduate student employment services and undergraduate (hourly) student employment services. The teams focus solely on providing HR service and support to all student employment positions at Oregon State University.

 

The Student Employment Specialist is responsible for performing procedural and administrative processing in the areas of student recruitment and selection, student onboarding, and student employee records and reporting. The Student Employment Specialist is often the first point of contact for walk-in traffic and customers that come in to the Student Employment Center. The Student Employment Specialist works under general guidance from the Student Employment Center Supervisor.

 

The Student Employment Specialist is responsible for assisting administrators and supervisors in achieving goals and outcomes in the areas of diversity, affirmative action and equal opportunity, employee relations, labor relations, and management of personnel resources.

Key Responsibilities

 

35% Student Employee Records and Reporting

Collaboratively works with subject matter experts and units including, but not limited to, University Human Resources (UHR), Office of Equal Opportunity & Access (EOA) and Office of International Services (OIS). Ensures that student employees are hired according to state, federal, and OSU rules and regulations. Originates student employee hiring and employment change activities and actions for employees in compliance with policies, rules and regulations, based on customer needs and requests. Verifies employment eligibility of new hires and rehires. Coordinates VISA and immigration matters with OIS.

 

Point of contact for new student employees. Establishes university ID number for new hires, assists with various system permissions and login procedures, and responds to questions regarding completion of employment forms.

 

Establishes student employees’ position in banner; coordinates with UHR to set up new student positions as necessary. Works with employees and supervisors to explain timekeeping and record keeping procedures. Works closely with payroll to ensure timely processing of final pay.

 

Point of contact for supervisors of student employees. Oversees retention of employee-related records in a variety of formats. First point of contact for unit supervisors with questions relating to student workforce. Communicates status and approval to appropriate parties.

 

Works with unit supervisors to ensure compliance with Bureau of Labor and industries (BOLI) child labor regulations and other applicable wage and hour laws.

 

Scans various human resources documents into NOLIJ and routes to payroll and benefits units as necessary.

 

25% Student Recruitment, Selection and Hiring

Initiates and approves student job postings for OSU’s employment job posting site.

 

Coordinates the hiring process for students and provides departments with hiring information such as employment eligibility, hiring status updates, and notifications of clearance for work.

 

Responds to inquiries and resolves issues related to recruitment and hiring matters. Provides direction to hiring administrators and supervisors regarding correction or enhancement of recruitment protocol and documents. Communicates student employment policies and procedures to hiring officials and advises on a regular basis.

 

15% Student Employment Center

Provides a welcoming and informational environment for all new student employees as well as assisting current employees that come in with questions or concerns. Assists student employees in completion of new hire documents. Reviews and processes hiring documents; generates necessary forms; ensures compliance with university policies and operating guidelines and responds to customer needs.

 

10% Monitoring and Auditing

Performs and participates in auditing and monitoring activities related to University Human Resources transactions, functions, management systems and practices for accuracy, completeness, and consistency with University policies and standards.

 

Audits and reconciles Human Resources Information System (HRIS) data and other Human Resources (HR) functions related to assigned area of responsibility according to OHR guidelines and protocol. Takes necessary action to correct issues or escalates to supervisor, as appropriate.

 

10% Human Resources Policy and Procedure Development and Implementation

Participates in University HR procedure development and implementation, operational and strategic planning and other applicable committees. Collaborates on HR systems, policies and procedures that foster effective Human Resources Management and service delivery. Identifies organizational and development needs to design and implement appropriate strategies to address the needs.

 

5% Training and Professional Development

Assists and participates in the development, coordination and implementation of employee training and development. This includes integration activities for new Student Employment Center Human Resources employees and procedural and transactional training for departmental/college employees.

 

Maintains professional and technical competency; stays current on new policies, procedures and regulations. Participates on committees as applicable. Performs other duties as assigned.

 

What You Will Need

 

Measurable MQs

 

• Two years of human resources clerical support experience directly assisting human resources professionals in the administrative functions of a human resources program

 

OR

 

• Three years progressively responsible administrative, clerical or record-keeping support experience.

 

College-level course work may substitute for the general experience requirement based on 45-quarter units per year.

 

Required Knowledge, Skills and Abilities

 

• Excellent oral and written communication skills with ability to communicate clearly and effectively with internal and external customers, and other diverse audiences while providing outstanding customer service.

• Experience working in a fast-paced environment.

• Self-motivated with the ability to work independently and/or with limited direction, as well as cooperatively in a team and/or remote environment, while consistently demonstrating collaborative, respectful and productive work habits.

• Strong organizational office skills necessary for record keeping and maintaining accurate records.

• Strong interpersonal skills necessary to develop, establish and maintain effective, professional, collaborative, and collegial relationships with customers, stakeholders, other employees, and others with whom we may work .

• Demonstrated experience and competency operating and working effectively and efficiently with computers and other forms of office technology, electronic data, computer programs and software applications (especially Microsoft Word, Excel and Outlook). This includes the ability to effectively and efficiently learn new technologies and software solutions.

• Well-reasoned decision making with a high attention to detail in actual work product, organization, planning, workflow, and work prioritization to ensure tasks are completed efficiently and accurately.

• A demonstrable commitment to promoting and enhancing diversity

 

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

 

What We Would Like You to Have


 

• Work experience performing duties in Human Resources Management in an institution of higher education, or comparable environment.

• User-level experience with the following software, or comparable software: PeopleAdmin; Sungard Higher Education Banner (HRIS module); Data Warehouse; Microsoft Access; CORE Reports; AWA; Zoom; Salesforce; Nolij or On Base.

 

Working Conditions / Work Schedule

 

The Student Employment Center is a fast paced, high volume, customer service-oriented environment, requiring the ability to multitask while remaining flexible with changing priorities and deadlines and ensuring a high level of customer service.

 

Normal business operations are Monday-Friday, 8:00 AM to 5:00 PM.

 

The incumbent may be required to stand for short periods of time, on a regular basis, to perform essential functions of the job. The incumbent may occasionally need to lift, carry, push, and/or pull objects weighing up to 10 pounds.

 

This position will occasionally work away from primary work site for hiring sessions, interview sessions, training, etc.

 

Performance of the essential functions requires a combination of regular, consistent availability, accessibility, and presence on-site due to the nature and scope of the essential functions; the importance of personal interactions between this position, employees, customers and other members of the public; and the availability of job-related tools, equipment, and resources at work.

 

Non-exempt employees in this position are expected to work varying amounts of either (a) unscheduled overtime during periods of high volume work; or (b) scheduled overtime required to accomplish special projects.
