Job Summary

Uses considerable technical, analytical, planning and project management skills to implement information technology solutions to support the operations of the Water Resources Commissioner’s Office. Defines or improves current functional or business processes and may assist with process redesign for complex WRC technology systems. Serves as a liaison between the WRC and Oakland County’s Information Technology department (OCIT) and works with OCIT to deliver robust technical solutions to support the WRC.
Works with a project team to participate in all phases of a solution implementation lifecycle. Develops business and functional requirements. Creates Requests for Proposal (RFPs) and ensures compliance to all aspects of Oakland County’s open bid process. Manages implementation projects. Creates test cases and ensures that user acceptance testing is thorough. Trains end users and support staff on the use and administration of the system. Produces system documentation. Works with end users to determine project funding and manage project budgets accordingly. Supports the vendor contract negotiation process by reviewing and editing statements of work to ensure that all terms and conditions outlining vendor services and deliverables are correct and complete. Works with Corporation Counsel or WRC attorneys to negotiate contracts. Utilizes current Countywide and/or department specific software to complete assignments.

 

Minimum Qualifications

At time of application, applicants must: 

1. a. Possess a Bachelor’s degree from an accredited college or university with a preferred major in Computer Science, Information Systems, Business Administration, or a field of study directly related to their operating department’s subject matter area; AND


b. Have had at least three (3) years of relevant, full-time work experience, including one (1) year experience leading system configuration, testing, and implementation efforts for a new software system; OR


2. a. Possesses an Associate’s degree or equivalent from an accredited college or university with a preferred major in Computer Science, Information Systems, Business Administration, or a field of study directly related to their operating departments subject matter area including four computer or information systems courses; AND


b. Have at least five (5) years of relevant, full-time work experience, including one (1) year experience leading system configuration, testing, and implementation efforts for a new software system.
