5439 - Safety Loss Prevention Manager

Pay Range
Hiring Range: $57,607 - $69,128 Annually  
Full Range: $57,607 - $80,649 Annually  

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.     

Pima County Regional Wastewater Reclamation Department (RWRD) is recruiting for a Safety Loss Prevention Manager. Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
 
Manages the development, implementation and evaluation of a comprehensive safety program;

Plans, develops, implements, assesses and audits County safety, health and environmental programs; Analyzes the impact of County operations on the safety and health of County employees and the public;

Supervises safety audits performed by staff and accident investigations for County departments to determine root cause and possible loss prevention solution;

Participates in audits and inspections conducted by outside agency safety personnel;

Supervises and reviews GAP reports for County departments and resolve issues related to or identified in the GAP inspection and follows up on recommendations and communications with affected personnel and management;

Develops and presents safety related training for managers and supervisors;

Establishes and maintains liaison relationship with State of Arizona, Occupational Safety and Health Administration (ADOSH) and others concerning industrial safety and environmental exposures;

Investigates and prepares County responses to OSHA complaints, reports serious County accidents as required by ADOSH, and oversees representation of the County for formal OSHA inspections;

Monitors, audits and maintains the accuracy and integrity of OSHA Recordable Injuries for the County as required by federal and state regulations;

Informs Department Director or designee on safety, health and environmental concerns for the County and user departments;

Evaluates the impact and feasibility of proposed federal, state and local safety and health legislation and regulations;

Assists the departmental management and employees in implementing new or revised safety requirements as required by new or revised rules, regulations or best practices;

Investigates and answers complex technical safety and health questions using federal, state and local safety and health standards and other regulatory administration standards, interpretations, and codes including best practices;

Evaluates, coordinates and supervises changes and enhancements related to safety audits, GAP analysis, incident reporting and safety related automated sections of the County's Risk Management Information System;

Analyzes various safety, loss prevention and risk management professional guidelines and documents to ensure that the County safety procedures are in compliance;

Assesses risk occurrences and identifies related costs of hazards or accidents and loss mitigation;

Establishes and maintains liaison relationships with County employees and management of County departments;

Develops and trains County supervisors and managers in proper accident reporting and investigation;

Supervises, trains and evaluates the performance of assigned staff;

Establishes work priorities and assigns work to staff to accomplish County's safety objectives;

Monitors the progress of assigned projects and re-evaluates work as needed;

Develops and maintains safety information, related reports and data in automated system.
 

Minimum Qualifications

A Bachelor's degree from an accredited college or university with a major in industrial engineering or a closely related field as defined by the appointing authority and five years of experience in the management of a loss control program including occupational safety and liability exposures.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

 

  1. Minimum three (3) years of industrial-level experience in the field of safety, health, industrial hygiene, or environmental quality for a public utility, ability to train staff on safety courses, including OSHA and NFPA guidelines.
  2. Minimum two (2) years of experience providing guidance and interpretations for a public utility relating to the application of federal, state, and local safety and health standards, programs, and regulations to ensure they are properly implemented and maintained.
  3. Minimum two (2) years of experience conducting incident response, investigations, site inspections, and ability to write procedures pertaining to safety for a public utility including the ability to answer technical safety and health questions.
  4. Minimum five (5) years of experience communicating effectively, both orally and in writing.
  5. Experience with computers including Microsoft Office Suite and/or other related programs.
