1295 - Public Health Program Manager II (CHMAi)

Pay Range
Hiring Range: $66,536 - $79,843 Annually
Full Range: $60,536 - $93,150 Annually 

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.  

The Pima County Health Department is seeking an experienced individual to lead key efforts aimed at addressing the overdose epidemic in Pima County as our new Public Health Program Manager II. Through our Community Mental Health, Addiction, and Injury (CMHAi) Division. This unclassified, grant-funded position will play a crucial role in overseeing the implementation of activities funded by grants aimed at combating substance use and mental health issues. The successful candidate will be responsible for supervising efforts to contract with and disseminate grants to community partners, convening stakeholders to identify critical needs, and developing collective approaches to address community mental health, injury, and substance use.

 

Duties/Responsibilities

Provides strategic leadership in the design, development, and execution of public health programs and initiatives; 

Shapes program strategies based on comprehensive needs assessments, research findings, and public health best practices; 

Collaborates with Senior Leadership to align programs with organization goals and priorities; 

Leads cross-functional teams in planning and executing public health programs, ensuring they are on time and within budget; 

Ensures the effective execution of program activities, including resource allocation and staff coordination; 

Monitors and oversees program manager performance with expenditures, financial performance, grant compliance, and ensures efficient resource allocation; 

Identifies and secures grant funding to support program sustainability and expansion; 

Fosters a collaborative and inclusive work environment that encourages innovation and teamwork; 

Collaborates with partners to leverage resources, expertise, and funding opportunities; 

Engages with the community to gather input, assess needs, and gain support for program initiatives. 

 

Minimum Qualifications

 

1. A Bachelor’s Degree from an accredited college or university with a major in healthcare administration, public health,  public or business administration or a related field as determined by the department head at the time of recruitment, and four years of related experience managing public health programs, clinics and/or community-based initiatives, which included at least two years of direct supervisory experience. 

 

(Relevant experience and/or education from an accredited college or university may be substituted.)  
 

OR: 

 

2. Three years of experience with Pima County as a Public Health Program Manager, Public Health Nursing Manager or other related management or supervisor level job classification.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): 
 

  1. Minimum three (3) years experience working in the field of community mental health and/or substance misuse.
  2. Minimum three (3) years experience overseeing grant and/or clinical, or public health program implementation.
  3. Minimum two (2) years experience overseeing grant programs in the area of public health, behavioral health, substance misuse or social services.
  4. Minimum two (2) years experience analyzing and reporting public health or other related data.

Selection Procedure
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
