Human Resources Assistant Temporary

General Statement

**This position is classified as a temporary full-time employee. Employment is subject to end within 120 calendar days from the start date**

Under the direction of the Human Resources Manager, the Human Resources Assistant serves as initial point of contact for customer inquiries for the City of Kyle while aiding callers and visitors. Assists with a variety of applicant processing functions using an online application process. Provides administrative support to department personnel. Performs data entry, prepares correspondence, generates reports, assists applicants and performs other related duties.

Essential Duties & Responsibilities

  • Coordinates to ensure that the office administrative functions of the department are effectively carried out, including preparing correspondence, memoranda, and reports; performing reception functions; processing mail; performing data entry; maintaining schedules and records; and coordinating the maintenance of the official human resources records of the City as per the City’s retention schedule.
  • Responds to inquiries by telephone, email, or in person from the public, staff, and other agencies including employment verifications, benefits/salary inquiries, and other survey data.
  • Helps to develop and maintain city/department organization charts and employee directory.
  • Provides information and updates the City’s website about Human Resources activities, assists with maintaining the City’s job website and Human Resources bulletin boards.
  • Conducts special research assignments, analyzing data and preparing conclusions and recommendations for consideration of management.
  • Manages employee recognition programs to include but not limited to employee events and creating avenues to increase awareness of City sponsored benefits and programs.
  • Organizes and maintains various administrative, confidential, reference and follow-up files; purges files as required.
  • Maintains and is accountable for the security, confidentiality and privacy of City and employee-related information.
  • Required to report to work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.
  • Performs other duties as assigned.

Staffing and Recruitment:

  • Coordinates and attends job fairs and other events to publicize City job opportunities.
  • Assist with coordination of the City’s recruitment process; communicates with City departments regarding job vacancies; provides recruitment material to applicants and staff.
  • Assist with updating and maintaining job postings; prepares and coordinates the placement of job advertisements in appropriate publications, and/or on employment websites.
  • Respond to applicant inquiries, assist applicants with the online application system; assist with background/reference checks for selected applicants.
  • Assist with preparation of statistical reports related to hiring, promotions, separations, etc.
  • Monitors and tracks the City’s authorized staffing levels.

 

QUALIFICATIONS, EXPERIENCE AND/OR CERTIFICATION REQUIRMENTS:

  • Formal Education/Experience:
  • Any combination of education and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to graduation from an accredited four-year college or university with major course work in business or public administration, human resources, or a field related to the work and two (2) years of experience in human resources. Additional years of experience may be substituted for the education requirement on a year-for-year basis up to a maximum of two (2) years.
  • Other Requirements:
  • Valid Texas Driver’s License with acceptable driving record.
  • Human Resources Certifications (PHR and or SHRM-CP) highly preferred.

· Knowledge of quality assurance and quality improvement methodologies and tools.

· Knowledge of employment Federal, State, and Local laws.

· Knowledge of City human resources practices, policies, and procedures

· Knowledge of quantitative and qualitative research methodologies, data collection, analysis, synthesis and research finding presentation.

· Skill in handling multiple tasks and prioritizing.

· Skill in using computers and related software applications.

· Skill in data analysis and problem solving.

· Skill in planning and organization.

· Ability to lead organizational-wide change initiatives.

· Ability to identify the complexities and functions of the organization to anticipate the end results of program implementation.

· Ability to develop policies and procedures for a public organization.

· Ability to provide leadership within the Human Resources Department and throughout City departments.

· Ability to think innovatively while maintaining an appreciation and understanding of past practices.

· Ability to establish and maintain good working relationships with other city employees and the public.

 

Employment with the City of Kyle is contingent upon the outcome of record checks and verifications including, but not limited to, criminal history, driving records, education records, employment verifications, reference checks, and employment eligibility verifications. Selected candidates for positions will be subject to a background investigation and to pre-employment drug screen, depending on the position, may require a physical assessment upon a conditional job offer.
