The Oregon Department of Environmental Quality has a full-time opportunity available for a Public Affairs Specialist (officially classified as a Public Affairs Specialist 2) in Portland, Oregon.

The Office of Communications and Outreach is responsible for ensuring everyone in Oregon has access to environmental information and processes impacting their lives. Clear and transparent communications are how DEQ builds relationships and trust with the communities it serves. This office is often a direct line of communication to community members, reporters, and environmental organizations.

 

This position specifically works with the Air Quality Program in headquarters, which is responsible for statewide air quality policy in Oregon.

What you will do!

You will plan, coordinate, and implement communications and outreach for the agency’s Air Quality Program at Headquarters. Specifically, you will provide information to interested and impacted communities via community outreach and education, news releases, informational materials, web content, social media, and other such work. You will provide strategic direction and develop communication plans with staff and managers; advise staff and managers in communication and public involvement issues and activities; and develop plain language messaging and other communications delivery materials for a variety of issues to ensure public understanding of air quality topics.

What are we looking for?

Minimum Qualifications: Bachelor’s degree in a business or public administration, public relations, marketing, journalism, behavioral or social sciences, or a related degree, AND 2 years of professional-level experience in public relations or public affairs (an equivalent combination of education and experience is acceptable).

 

Candidates who are most competitive will also reflect the following:

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Experience explaining complex, technical issues in plain language and in ways that are culturally relevant. Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
  • Experience providing strategic communications analysis planning, providing advice to staff and managers, and developing messaging and other communications materials for a variety of issues to ensure understanding.
  • Ability to communicate effectively with staff, the public, and other agencies.
  • Experience in community outreach and engagement, including hosting community meetings, developing and maintaining relationships with community partners, and facilitating discussions between technical staff and interested community members.
  • Ability to manage, track and coordinate communications and outreach work for multiple projects and programs.
  • Experience in storytelling through a wide range of mediums, such as blog articles, media pitches, social media, podcasts, and videos.

This position will be based out of DEQ’s Headquarters office in Portland. However, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.

 

This position requires occasional travel on official State business for meetings, trainings, conferences, seminars, and public hearings, some of which may include evening work, overnight stays, and /or weekend work.
