Water Quality Grant Analyst (Program Analyst 2)

The Oregon Department of Environmental Quality has a full-time opportunity available for a Water Quality Grant Analyst (Program Analyst 2) in Portland, Oregon. This position is limited duration through December 31, 2028.  This position may be extended and/or made permanent pending Budget and Legislature approval.

The Water Quality Division has a critical role in achieving the Department’s mission by developing policy, implementation tools, and implementation priorities for improving and protecting the quality of water in Oregon’s rivers, lakes, streams, and groundwater. The Water Quality Division works cooperatively with the Department’s three regional offices and the Laboratory to deliver programs and services that protect and enhance the quality of the waters of the state to protect public health and the environment.

 

The Community and Program Assistance section provides overall leadership and program guidance for the state’s Clean Water State Revolving Fund loan program and other water quality grants and financial aid programs.

What you will do!

 

You will coordinate and administer the Toxic Reduction Lead Grant issued to DEQ through the Columbia River Basin Restoration Funding Assistance Program for activities to address toxic contaminants, and you will assist in the grant development, administration, and coordination of other externally funded water quality programs and activities.  You will be responsible for working with program staff to track water quality data, project activities, and outcomes, and you will be responsible for reporting on these to funding agencies, policy makers, and the public. In addition, you will manage grant awards to ensure compliance with federal, state, and agency statutes, rules, and guidance. You will be responsible for establishing procedures and administering subrecipient and contractor agreements and reporting. This position duties include budget oversight, workplan development, data collection, funded program evaluation, grant reporting, report writing and presentations, and financial reporting. You also will represent the program to the public and collaborators, including being responsible for communicating program guidance, requirements, and expectations, as well as assisting people with analyzing outcomes.

What are we looking for?

Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).

 

Candidates who are most competitive will also reflect the following:

  • Demonstrated experience with grant administration, including the management and administration of federal and state grant awards.
  • Demonstrated interest in furthering DEQ’s mission and values.
  • Demonstrated experience building and fostering relationships, collaborating, and communicating with a diverse group of partners including colleagues, community organizations, and funding partners.
  • Demonstrated experience managing complex projects including organizing, planning, tracking deadlines, identifying potential problems, recommending solutions, and coordinating work of others.
  • Demonstrated experience and skill analyzing environmental data including experience evaluating and reporting project outcomes, synthesizing data, and compiling it into various reporting formats for different audiences.
  • Demonstrated competence developing, tracking, and reporting budgets and financial information.
  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Excellent listening and verbal communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
  • Excellent skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.

This position will be based out of DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.

 

There will be occasional travel to attend meetings, seminars, public hearings, workshops, conferences, and trainings, some of which may involve evening work, weekend work, and/or overnight stays.
