The Opportunity:
The Human Resources (HR) Department is responsible for ensuring Washington State Department of Agriculture (WSDA) is compliant with all state and federal labor laws and regulations, collective bargaining agreements, policies and best practices. The staff within the HR Department provides direction and consultation to managers, supervisors and staff regarding all facets of human resource administration.
 
This position is assigned to the Natural Resource Building (NRB), located in Olympia, WA and reports directly to the Human Resource Section Manager. This position will primarily perform HR processing within Washington States Human Resource Management System (HRMS), and will also serve as the first point of contact for the HR Offices.
 

This is an in-training opportunity and may be hired as Human Resource Consultant 1 or Human Resource Consultant 2, depending on qualifications.


What is an in-training plan? The in-training is intended to provide an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan. Upon successful completion of an in-training program, the incumbent will move up to the next job classification that is listed on the in-training plan if applicable.

Based on qualifications the monthly salary range:
If hired as a Human Resource Consultant 1 (In-Training): 

Range 47: Step A $47,688.00 - Step L $62,568 Annually
 

If hired as a Human Resource Consultant 2: 

Range 53: Step A $55,224.00 - Step L $72,552.00 Annually

 

Some of what you'll do: 
 

  • Process personnel actions on both employee and position side within the State’s Human Resource Management System (HRMS).
    • Receive and process personal, payroll, position and organizational updates in HRMS.
    • Ensure provided advisements are accurate and reflect correct information.
    • Respond to inquiries requiring HRMS data and pull reports as needed
  • Serve as HR Front Desk/Point of contact for general HR inquires inside/outside of agency and route to correct HR support position as needed.
  • Collaborate with division coordinators and other agency support staff for new employee onboarding. 
  • Perform background checks on perspective candidates as needed.
  • Maintains confidential personnel and position files.
  • Oversees the distribution of ORCA cards to agency personnel as requested and tracks use and monthly compliance.
  • Logs VEBA Data.
  • Performs other duties as assigned.

 

Required Qualifications:

 

Human Resource Consultant 1 (In-Training):

High School diploma or equivalent. 

One year of office experience in a related setting performing a wide-range of human resource admin duties OR equivalent education/experience. 

Ability to research, evaluate, draw conclusions from, and present data in a variety of forms, support recommendations with facts and analysis, interpret and apply rules, laws, policies and procedures. 

Must have a demonstrated history of effective written and oral communication skills. 

Ability to partner with customers and team members to identify and resolve complex and/or sensitive issues. 

Intermediate ability to operate Microsoft Suite (MS Word, Excel, Outlook & SharePoint), web browsers and the ability to learn. 

Ability to develop positive, productive, respectful working relationships with customers and co-workers.

Ability to prioritize work to meet regular deadlines.

 

Human Resource Consultant 2:

High School diploma or equivalent. 

Two years of office experience in a related setting performing a wide-range of human resource admin duties OR equivalent education/experience, with specific technical knowledge or experience in keying personnel and payroll actions in SAP/HRMS or equivalent systems.

Ability to research, evaluate, draw conclusions from, and present data in a variety of forms, support recommendations with facts and analysis, interpret and apply rules, laws, policies and procedures. 

Must have a demonstrated history of effective written and oral communication skills. 

Ability to partner with customers and team members to identify and resolve complex and/or sensitive issues. 

Intermediate ability to operate Microsoft Suite (MS Word, Excel, Outlook & SharePoint), web browsers and the ability to learn. 

Ability to develop positive, productive, respectful working relationships with customers and co-workers.

Ability to prioritize work to meet regular deadlines.  

 

Preferred / Desired Qualifications: 
 

  • Bachelor's degree or certificate in administration, business, human resources, or related field. 
  • One year of senior level office support or administrative experience or comparable education and/or experience. 
  • Ability to extract report information from various HR databases, including an applicant tracking system, and analyze it.
