PAY AND BENEFITS

Annual Pay Range: $132,289.88 - $178,591.59

Hourly Pay Range: $63.600904 - $85.861340

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Department of Human Resources (HR) is seeking a dynamic, innovative, operational, solutions-driven human resources leader who is an exceptional communicator, values building trust, engages in collaborative decision-making, and provides strong customer service.

Reporting to the Human Resources Director, the Deputy Human Resources (HR) Director will provide broad operational support to the Human Resources Director as well as provide strong operational leadership over multiple teams of professionals and functions within the HR Department. Reporting to the Deputy HR Director is the Benefits and Wellness Manager, Leave Administration Supervisor, and Risk and Safety Manager. This position will provide direction to division management within assigned functional areas to facilitate strategic planning, program development, establishment of annual goals and objectives, personnel management, and customer service improvements.

In addition, the Deputy HR Director will be responsible for overseeing as well as managing a variety of administrative functions including policy development and implementation, budget management and HR professional services contracts, serve as the Clackamas County internal complaint coordinator, monitor HR projects and initiatives to ensure on time completion. The Deputy HR Director will also oversee successor contract negotiations of eight collective bargaining agreements. This position will work with HR management and County stakeholders to develop proposals and build an overall bargaining strategy in conjunction with the Employee and Labor Relations Manager.

In the absence of the HR Director, the Deputy HR Director is the second in command within the HR department and will regularly act in the Director's capacity on key issues, initiatives, projects, committees, and approvals.

The Ideal Candidate

The most competitive candidates will possess an extensive background in HR leadership, demonstrating an operational mindset while having a broad range of HR experience in a number of different functional areas (including employee and labor relations). Required Minimum Qualifications/ Transferrable Skills:*

• 8 years of progressively responsible experience in multiple functional areas of human resources (employee benefits, leave administration, classification and compensation, recruitment, and learning and development).

• One of the functional areas must include experience in labor relations.

• 3 years of experience directly supervising and managing professionals.
• Experience leading and managing organizational projects or initiatives. (Organizational projects or initiatives are defined as projects that are across the entire organization and not just one department/area).
• Experience developing, revising, and implementing policies.
• Experience using Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).
• Driving is required for County business on a regular basis or to accomplish work. Preferred Special Qualifications/ Transferrable Skills:*

• 5 years as an HR Manager or higher-level HR leadership role.
• Experience managing a complex budget which may include cost allocations, budget administration, and forecasting.
• Experience working in the public sector (local, state, regional, or federal).
• SHRM, HRCI, IPMA or other Human Resources Certification.
• Experience in employee benefits administration.
• Experience in risk and safety management.
• Experience in leave administration including ADA.

TYPICAL TASKS

Tasks may include but are not limited to:

Assist Director in administration of department programs, personnel and operations; plan, organize, administer, review and evaluate the activities of staff through assigned division managers; serve as point person on key strategic initiatives as assigned; develop systems and controls across divisions to improve quality of processes, performance and customer service; participate in program decisions with members of the management team; act as liaison to county departments regarding service and response issues.

Oversees the development and implementation of HR policies; monitor the County's employment policies according to department needs and changing business processes; work with HR management to establish priorities and direct the preparation of the department's strategic plans, annual work programs and outcome reporting; represent HR at Policy Committee meetings and recommend final policies to the County Administrator on behalf of the Director; perform regular policy audits for compliance with changing county business processes, legal requirements and labor agreement changes.

In coordination with the HR Director, hire and direct assigned division management and staff to provide high quality service to County staff and residents; prepare performance evaluations; recommend and administers progressive discipline; conduct and/or facilitates staff training and development programs; promote cooperative team efforts among staff and with other County departments; provide professional assistance and training to HR staff as needed.

Manage the internal investigation processes, to include intake, fact-finding investigations and oversight of contracted investigators. Perform workplace investigations and complaint case management and provides case updates to the Director and County Administrator; facilitate comprehensive management review of case issues; prepare case summaries and recommendations; contribute information to support litigation or external agency complaints; monitor and evaluate program metrics; represent Human Resources on the Employee Workplace Concerns committee; review official investigative case reports and shares findings with HR Director and Legal Counsel.

Participate in the development, negotiation, and administration of contracts for professional services; prepare requests for proposals; evaluates bids and participate in the selection of vendors; direct activities, manage relationships and monitor performance of external consultants and vendors to ensure timelines and deliverables are met.

Develops and manages the overall budget and financial records for the Human Resources Division; coordinates the Human Resources Department budget (including Benefit and Wellness Administration and Risk and Safety Administration); analyzes staffing and operational services, and makes recommendations to HR Director for operational changes; monitors HR Division revenues and expenditures; participates on Countywide Finance resource group; and presents annual and intermittent Human Resources budget proposals to HR Director, County Administrator, and Budget Committee.

Design, implement and oversee processes and programs to monitor and manage workforce turnover; work collaboratively with HR and County stakeholders to develop tools and strategies to proactively address turnover challenges, foster retention and enhance organizational success.

Monitor legislative action reports, bills and new legislation affecting the County; make recommendations to the HR Director; work closely with HR staff to ensure that they are updated on employment and labor law changes and trends.

Represent the department to public and private agencies and groups; make presentations before commissions and boards; coordinate response to inquiries, including employment and public records requests, in a timely and effective manner.

Oversee and coordinate work of outside counsel serving as chief negotiator on behalf of the County during successor contract negotiations or interim bargaining; work with HR management and County stakeholders to develop proposals and build overall bargaining strategy.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

While this position is eligible for hybrid work, the selected incumbent will be on-site for at least the first six months.
