Transportation/Air Quality Planner II – Air Quality Technical Planning and Analysis

The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking an entry- or mid-level Transportation/Air Quality Planner in Air Quality Technical Planning and Analysis team to assist with technical support for the Transportation Department’s air quality planning and analysis activities.  

A successful candidate should have an interest in technical analysis of air quality as it relates to transportation. This position will support efforts to conduct technical analyses, including assisting with modeling for regional transportation conformity and multi-year emission inventories for the State Implementation Plan (SIP) development. Typical work will include database support, ensuring data accuracy, and remaining current on air-quality related legislation. Work is collaborative in nature, working not only within the NCTCOG team but also with external conformity partners, including the Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), Texas Department of Transportation (TxDOT), Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA).

Responsibilities may include, but are not limited to, the following:

  • Compiling and maintaining databases and spreadsheets
  • Managing data files
  • Ensuring data accuracy
  • Interpreting and analyzing manipulation of data
  • Interpreting charts, maps, plots, and reports
  • Utilizing Geographic Information System (GIS) software
  • Developing presentations
  • Delivering presentations to technical committee and/or public meetings
  • Drafting memorandums, letters, documentation, progress reports, articles, executive summaries, and final reports
  • Providing customer service to partners and stakeholders
  • Updating webpages as needed
  • Interpreting/analyzing air quality-related rules and legislation
  • Supporting aspects of air quality model development including:
    • Developing and running input databases applicable to latest motor vehicle emission simulator model
    • Running air quality model and interpreting model results at the direction of higher-level staff
    • Performing emissions estimation and quantification
    • Performing sensitivity analyses on various parameters
    • Entering data

Required Skills

  • Excellent verbal and written communication skills

  • Proficiency in Microsoft Office programs
  • Critical-thinking and problem-solving skills
  • Detail oriented, highly organized, and ability to multi-task on short deadlines
  • Ability to work independently and in a team environment
  • Knowledge of Geographic Information Systems (GIS) preferred

Required Experience

  • Bachelor’s degree in analytical, quantitative methods
  • At least one year of job-related experience

Starting Salary Range

Minimum of $51,874.00 – $62,248.80 annually
