Public Works Planner — Environment & Development Planner II (Hybrid)

The North Central Texas Council of Governments Environment & Development Department is seeking a mid-level planner to support the Public Works Council. The council is composed of public works professionals in local governments who work on traffic and transportation, water distribution and wastewater treatment, engineering and technology, solid waste management, construction management, fleet management, facilities, parks and grounds, and emergency management. This position will support the Public Works Council’s efforts to share ideas and resources, train public works professionals, plan for sustainable roadways, recruit students to the public works field, and publish construction standards. This position also will support the Texas Community Development Block Grant Program, which provides funding to help smaller communities in North Central Texas meet infrastructure needs in low- to moderate-income areas. Successful candidates will demonstrate the ability to complete assigned tasks that may include, but are not limited to:

• Coordinate with public works professionals to generate discussion topics, recruit speakers, and develop agendas, presentations, and meeting summaries for quarterly Public Works Council meetings.
• Plan and host the annual Public Works Roundup, a one-day local conference. Duties may include surveying Public Works Council members, recruiting speakers, booking a venue, promoting the Roundup, coordinating audio-visual needs, and moderating the Roundup.
• Support efforts to create a toolkit to promote the public works profession to students at high schools, community colleges, and technical schools. This may include creating a speaker’s bureau and developing language for promotional materials, including fliers or videos.
• Support a Council subcommittee in developing a guidebook for sustainable roadways. This may include researching context-sensitive design; green infrastructure and low-impact development; and right-of-way planning, administration, and policy. Content will be presented to the subcommittee to drive discussions about the guidebook, which ultimately will be developed as a booklet, online tool, or other format.
• Promote the Texas Community Development Block Grant Program, which may require conducting a public meeting to identify regional priorities in compliance with Texas Administrative Code, promoting the program to communities, conducting a webinar educating communities about fair housing requirements, and complying with the program’s administrative reporting requirements and budget.
• Support the Transportation and Storm-water Infrastructure study, a proactive effort to integrate planning for transportation, storm-water, and green infrastructure to reduce future flood risk. More information can be found at www.nctcog.org/tsi.

Required Experience

• Bachelor’s degree in construction management, public administration, city and regional planning, communications, or related field
• Over one year up to and including three years of related work experience in the environment and development fields and/or local government operations
