Human Resources Coordinator

HUMAN RESOURCES COORDINATOR

Full-time, Nonexempt

CLOSING DATE: 5PM on Friday, 4/12/2024

General Statement Of Duties:  Performs recruitment, onboarding and strategic coordination for a variety of human resources functions and provides general support to the human resources department. Acts as district wide support to hiring managers and works with the DEI department to ensure job posting and recruitment outreach includes diverse populations. Performs additional job-related duties as required.

Distinguishing Features Of The Class: An employee in this classification is responsible for coordinating, organizing and administering the district's recruitment and onboarding process as their primary area of responsibility. Work is often done solely by self-initiative. Work is performed under the general supervision of the human resource director.

Examples Of Essential Duties Performed: (Illustrative only. A specific position may not necessarily involve all of the duties listed, and many positions will involve duties that are not listed.)

  • Oversee the district’s recruitment process and practical application of the district’s recruitment software which includes managing job postings and the applicant screening process with a culturally sensitive approach.
  • Train hiring managers on use of recruitment software and the district’s recruitment and onboarding process.
  • Engage with hiring managers in determining staffing needs and maximize efficiency throughout the recruitment and onboarding process while ensuring compliance with federal and state employment laws.
  • Maintain confidentiality when supporting staff and hiring managers across the district.
  • Work with the HR team to implement DEI initiatives for the recruitment and new hire orientation processes district wide.
  • Oversee the pre-employment process that includes but is not limited to sending offer letters, conducting background checks and facilitating drug screens.
  • Process volunteer and contractor background checks.
  • Prepare new employee packets, schedule and conduct new hire orientation, and process new hire paperwork.
  • Schedule and coordinate quarterly new employee orientation which includes participation from the executive director and management team members.
  • Assist with the departmental interview process that may include scheduling interviews, drafting interview schedules, booking rooms, preparation of materials, participating and facilitating interview panels, and communicating with applicants.
  • Attend job fairs to engage potential applicants and participate in community outreach events, working in conjunction with the HR team to ensure diversity, equity and inclusion.
  • Assist HR director with job description review and manage the organization of job descriptions for all district positions.
  • Support HR team with processing employee job and personal information changes.
  • Facilitate incentive programs including but not limited to hiring, referral and retention incentives.
  • Record and file human resources departmental documents and maintain accurate employment, personnel and medical files ensuring inclusion of required documents in compliance with state and federal laws.
  • Facilitate the mail process, pay invoices, unemployment claim processing, employment verification and assist in monitoring the human resources department retention schedule.
  • Assist with staff training and development on various human resources topics.
  • Assist in the development and implementation of department projects and programs by editing procedures and manuals, creating and revising forms, and formatting and processing human resource-related data.
  • Provide excellent internal and external customer service. Create a positive experience for employees and patrons through professional and courteous behavior.
  • Perform other duties as assigned.

DESIRABLE QUALIFICATIONS

Knowledge: Knowledge of local, state, and federal employment laws and regulations. Knowledge or ability to quickly obtain the principles and practices of the recruitment and onboarding process; data processing and record keeping procedures, report writing; general office practices and procedures.

Skills: Good writing skills; effective and positive interpersonal communications; relationship building skills; time-management skills; active listening skills; strong computer skills, including Microsoft Office, Google suite, project management systems such as Asana and HRIS software. Possess problem-solving skills and knowledge of recruitment issues, challenges and programs.

Abilities: Prepare clear and concise reports; research and compile data; communicate effectively both verbally and in writing; prepare drawings, charts, and spreadsheets if needed; establish and maintain effective working relationships with other district staff. The ability to learn and navigate unfamiliar computer programs, software and audio visual equipment.

Physical Demands Of Position: While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility including the ability to move materials weighing up to 15 pounds on a regular basis such as files, books, and office equipment. Manual dexterity and coordination are required over 80% of the work period while operating equipment such as computers, keyboards, telephones, calculators, and standard office equipment.  Persons with disabilities may be able to perform the essential duties of this class with reasonable accommodation.  Reasonable accommodation will be evaluated on an individual basis and depends, in part, on the specific requirements for the job, the limitations related to the disability and the ability of the hiring department to accommodate the limitation.

Minimum Experience And Training: High school graduation or equivalency, two years of experience in recruitment with responsibilities in human resources or another related field; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties.

Preferred Experience And Training: Bachelor’s degree in business administration, public administration or related field and three years of progressively responsible experience in human resources; valid certification as a professional in human resources awarded by a professional human resources certification program such as SHRM or HRCI; experience with Applicant Tracking System (ATS) and HRIS software; knowledge of Oregon Employment law.

Necessary Special Requirements: Will be required to pass a criminal record background check.

ADDITIONAL INFORMATION:

Hours and Schedule:  Monday - Friday, 8:00 a.m. - 5:00 p.m.

Occasional evenings and weekends may be required for special events.
