Human Resources Liaison

Job Responsibilities

Independently prepares, reviews and processes personnel transactions, such as new employee paperwork, promotions, separations, transfers, etc..  
Reviews transactions for accuracy and completion and compliance with the Personnel Code and Rules, Pay Plan, Collective Bargaining agreements, etc., and ensures appropriate documents and forms are attached.
Organizes transaction documents and determines appropriate execution and preparation to effectuate actions for personnel transaction; identifies, researches and resolves HR transaction discrepancies.

 

Prepares and monitors postings to ensure all Interview and Selection guidelines are followed.  
Works with hiring office to ensure proper documentation is completed and submitted prior to positions being posted.  
Works in coordination with the Personnel Manager and Transactions/Hiring Manager to schedule timing of postings.
Participates in interviews.

 

Assists with enrollment of new employees.
Assists and provides guidance in completing employment forms and verifies forms are completed accurately.  
Assists with preparation of transaction forms for employees signature to ensure accuracy of CMS-2 documents.  
Assists with onboarding of employees new to the agency.

 

Prepares, maintains and stores a variety of Human Resource records and files.
Makes necessary or mandated adjustments to Human Resource records and files.
Ensures the accuracy and validity of data reflecting Human Resource transactions and ensure files and records are up-to-date.

 

Coordinates the design and development of internal databases and electronic tracking systems in order to enhance work products and provide for more efficient services relevant to the Section’s operational needs.  
Maintains databases, trains staff on use of systems.  
Maintains RACF security for CMS Personnel system.

 

Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Specialized Skills

Requires one year experience in personnel transactions e.g., new employee paperwork, promotions, separations, transfers, demotions, increase and decrease salary actions, postings of vacancies under contract, examination requests and performance reports.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years of college.

 

2. Requires one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

Preferred Qualifications

One year of experience in personnel transactions e.g., new employee paperwork, promotions, separations, transfers, demotions, increase and decrease salary actions, postings of vacancies under contract, examination requests and performance reports.

 

One year experience preparing and monitoring postings to insurance human resource guidelines are followed.

 

One year experience assisting with enrollment of new employees.

 

One year experience maintaining human resources records and files.

 

One year of experience within the past three years, working with personnel-related computer systems, such as the Human Resources Information System (HRIS), SAP Human Capital Management system (Success Factors) or similar system, DocuWare, Smartsheet, Microsoft 365 applications such as Microsoft Teams, Excel, Word, Access, Visio, etc..

 

One year of experience within the past three years, working with the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, collective bargaining agreements, the Comprehensive Employment Plan (CEP), and/or other similar federal, state, or departmental policies, processes, and procedures.

 

One year of professional experience learning and working with the Illinois state government and its processes.

 

One year of professional experience soliciting and obtaining information/data from people.

 

One year experience participating in interviews.
