We're excited to announce opportunities for two dedicated individuals to serve as Diverse Workforce Recruiters, spearheading our efforts to attract and retain talent from all backgrounds.

 

In these pivotal roles, you'll lead the development and implementation of strategic recruiting programs designed to promote diversity and inclusion within our organization. Your focus will be on proactively seeking out candidates from diverse backgrounds and ensuring that our talent acquisition processes are equitable and inclusive. From identifying and addressing barriers to providing equal opportunities throughout the hiring process, you'll play a vital role in shaping OYA's workforce.

 

Collaborating closely with hiring managers, you'll craft comprehensive diversity and inclusion plans tailored to each recruitment initiative. These plans will include ongoing outreach programs aimed at building relationships within Oregon's diverse communities. Your efforts will extend beyond traditional recruitment methods as you leverage technology and social media to reach a broader pool of qualified candidates.

 

In addition to your recruitment responsibilities, one recruiter will take on the additional responsibility of serving as the OYA Affirmative Action Officer, advising and assisting management in agency diversity outreach strategies aligned with Affirmative Action goals. This includes ensuring compliance with recruitment and selection policies, as well as collective bargaining agreements. The second recruiter will focus on employee engagement and retention, playing a crucial role in creating, implementing, and managing strategies, initiatives, and programs aimed at enhancing the overall employee experience and satisfaction. Collaborating with HR team members and agency leaders, you'll develop comprehensive employee engagement, retention, and onboarding strategies to drive diverse workforce retention.

This position is part of the state's management team.

Hybrid Telework: This position is eligible for a flexible remote work schedule, and you will be required to come into the office as needed. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

  • We may use this recruitment to fill future vacancies.
  • Starting Salary Expectations New to State Government: $62,004.00 yearly to $71,496.00 yearly; based on qualifications, experience, and internal equity (should you have significant years of experience performing this work, starting salary may be higher).
  • Position Salary Range: up to $97,512.00 Annual Salary.
  • This position receives annual increases on anniversary date until the maximum of the salary range is reached.
  • Upon PERS eligibility, employees will receive a 6.95% increase to their base salary and will pay the employee 6% contribution to PERS.

How To Qualify:

 

  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position.

OR

  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.

OR

  • Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.

 

A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

 

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

 

Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

 

Required Skills:

  • Skilled at working effectively within a team environment, collaborating with colleagues, offering support, and contributing positively to collective goals and outcomes
  • Effective communication skills with individuals and large groups at all levels of an organization

  • Experience creating innovative recruitment and retention strategies and techniques focused on developing and retaining a diverse and talented workforce
  • Experience connecting and building strong mutually beneficial relationships with internal and external stakeholders, community partners, and communities of color
  • Experience demonstrating sensitivity and understanding of different cultures, backgrounds, and perspectives, fostering an inclusive and welcoming environment.
  • Experience pulling, analyzing, and interpreting data to track metrics, evaluate program effectiveness, identify trends, and recommend improvements.
  • Experience with an HRIS(the State of Oregon uses Workday)/other information system and the ability to assist and train others daily
