The Department of Environmental Quality, Office of Human Resources seeks a customer service-oriented individual with excellent presentation and communication skills to provide the agency with a professional level of service as a member of the Human Resources Team.

This position serves as a Business Partner to the assigned Regions and Divisions by working closely with agency leadership to develop HR strategies that support the agency’s mission. Assists in the overall operations of the Office of Human Resources, with special emphasis on recruitment, selection, EEO, employee relations, conflict resolution, grievance procedure, compensation and classification, transactions and records management, performance management, leave transactions, payroll documentation, state benefits program, and customer services to the Department of Environmental Quality.

Minimum Qualifications

- Demonstrated knowledge of the principles and practices of human resource administration
- Experience with recruitment and selection to include advertising, screening, interviewing (per request), and negotiating salaries
- Demonstrated ability to analyze data and reach conclusions which are logical and legally supportable
- Demonstrated ability to counsel and advise managers and employees in resolution of human resources issues, principles and practices
- Demonstrated ability to design, analyze, and implement policies, procedures and programs
- Skills in using database software and manual records to compile, manage, and report human resource management and development data
- Ability to communicate effectively, both verbally and in writing, with diverse individuals and groups
- Experience designing and delivering presentations and training to management and employees
- Skills in using Human Resources Information Systems and Applicant Tracking Software
- Demonstrated experience in classification and compensation to include job design, evaluation and analysis
- Working knowledge of Employee Benefits Programs
- Possess organizational skills and demonstrated customer service

Additional Considerations

- Combination of education or training in human resource principles, practices, and procedures either through college course work, seminars, or on-the-job training.
- Experience in Virginia State government HR policies, principles, practices, and procedures.
- Experience with Cardinal, PageUp or Oracle
- SHRM-CP; SHRM-SCP; IPMA-HR; PHR or SPHR.
