RECRUITMENT ANNOUNCEMENT

 

JOB TITLE:                   Communications Officer (928)

 

BCOE is simultaneously recruiting for a Communications Officer & Director of Communications.  The recruitment for the Communications Officer & Director of Communications will be merged for the interview and hiring process. 

The successful candidate may be hired from either level. 

 

WORK YEAR:               Full time: 7.5 hours per day/Monday – Friday, 8:00 am – 4:30 pm/       12 months/260 days annually (Prorated upon hire)

                                                                        

START DATE:               As soon as possible after interview 

            

SALARY:                      Salary Schedule 16, Range 34, $106,116.40 - $135,423.60 annually. Effective July 1, 2024, $111,425.60 - $142,199.20 annually.  This position is exempt from overtime.  Placement is dependent on experience.  Annual stipend pay: Master's $750 or Doctorate $1,250 (Salary and stipend prorated upon hire).

 

BENEFITS:                   Generous benefits package that includes Medical, Dental, and Vision for employee and dependents. Vacation and sick leave accrued.  15 paid holidays annually.  Employer-paid life insurance.  This position qualifies for CalPERS retirement. The employee contribution rate for CalPERS is either 7% or 8% of monthly earnings depending on the membership date. This position also contributes to Social Security. The contribution rate for Social Security is 6.2% of monthly earnings.

DEFINITION:

 

Under direction of the Superintendent, the Communications Officer develops and implements strategic communications, public information, marketing and awareness activities to increase the value of County Office of Education programs and services for internal and external stakeholders.   The Communications Officer focuses on establishing community based relationships with school districts/county offices of education, government entities and non-profit organizations to enhance opportunities for youth in the county. The Communications Officer manages BCOE’s social media, branding and public information activities, coordinates with the County of Butte Public Information Office when necessary, and assists with media preproduction, production, and web services management. In addition to direct responsibilities with the County Office, the Communications Officer provides technical support and advice to Butte County districts and charter schools for their public information needs.  The Communications Officer works closely with Cabinet as an advocate and adviser for their programs, services and needs. 

EXAMPLES OF DUTIES: (May include, but not limited to the following)

 

  1. Prepare an overarching strategic communications plan
  2. Oversee organization-wide development and implementation of advertising and marketing plans including approval; maintain and expand the BCOE “brand;” consult with division heads, departments and programs in the development of specific marketing, advertising, promotional and public relations materials and retain final approval
  3. Assist the Superintendent and BCOE in responding to and crafting proactive news while also being responsive to media, elected officials, and the public at large
  4. Work closely with BCOE Cabinet and management team to coordinate or promote programs and services
  5. Perform research and use data analytics and business intelligence to support programs and services by raising awareness, demonstrating efficacy, revealing needs or refining approach
  6. Serve as a resource to Butte County Districts and Charter Schools for their media/public information needs
  7. Establish and maintain appropriate social media platforms, recognizing the uniqueness in each of the different audiences for each platform
  8. Coordinate internal communications and other activities to enhance employee relations; provide technical support and consultation to BCOE administrators and the Board of Education
  9. Serve as a resource to Cabinet and attend Cabinet meetings as requested
  10. Interpret educational issues and BCOE positions on issues to media and public; develop and maintain primary media contacts and activities
  11. Make recommendations to help program administrators coordinate existing BCOE services
  12. Direct BCOE-wide image and branding efforts and ensure compliance with institutional graphics standards, including Web Content Accessibility Guidelines (WCAG); review various publications for clarity, format, content and conformity to printing and graphic standards
  13. Create and edit information for the web and regularly update web content ensuring accessibility
  14. Direct, coordinate or implement projects
  15. Direct and supervise student interns
  16. Prepare reports, media releases and regular news summary communications for stakeholders
  17. Complete special projects and assignments as assigned
  18. Assists, as requested, with publicizing and the coordination of County Office events
  19. Perform related duties as needed

 

QUALIFICATIONS:


Knowledge of:

  1. Principles and practices of developing and maintaining effective public and community, media, and school relations
  2. Exceptional oral and written communication skills that translate into accurate, succinct communications taking into consideration various communication/social media platforms
  3. Communication in critical situations (orally and in writing), preparing detailed, accurate reports as well as correspondence and media releases
  4. BCOE programs and services
  5. Butte County school districts and charter schools
  6. Federal and State education initiatives and trends
  7. Social media platforms including, but not limited to, Facebook
  8. Schools accountability systems and measures
  9. Technology currently available to collaborate and communicate information digitally
  10. Data management and analysis principles, practices and tools

 

Ability to:

  13. Be proficient in the operation of a computer and software programs which facilitate various forms of communication
  14. Develop digital content which conforms to the latest WCAG guidelines for accessibility as well as identify and remediate non-conforming content

 

EXPERIENCE AND TRAINING:

  1. Experience that demonstrates the ability to perform the duties described above.  Typically this would include a combination of the following:
    1. Bachelor’s Degree from an accredited college or university; degree in communications, public affairs, journalism or related field is preferred
    2. Three (3) to five (5) years experience and demonstrated competence in marketing and brand strategy, communications and web content
    3. Experience in project management and coordination of human capital
  2. Experience in a county office of education and school district coordination highly desirable
  3. Possession of, or willingness to obtain, Accreditation in Public Relations (APR) certification
