JOB TITLE: Director of Communications (928)
BCOE is simultaneously recruiting for a Communications Officer & Director of Communications. The recruitment for the Communications Officer & Director of Communications will be merged for the interview and hiring process.
The successful candidate may be hired from either level.
WORK YEAR: Full time: 7.5 hours per day/Monday – Friday, 8:00 am – 4:30 pm/ 12 months/260 days annually (Prorated upon hire)
START DATE: As soon as possible after interview
SALARY: Salary Schedule 16, Range 35, $109,353.40 - $139,578.40 annually. Effective July 1, 2024, $114,823.80 - $146,559.40 annually. This position is exempt from overtime. Placement is dependent on experience. Annual stipend pay: Master's $750 or Doctorate $1,250 (Salary and stipend prorated upon hire).
BENEFITS: Generous benefits package that includes Medical, Dental, and Vision for employee and dependents. Vacation and sick leave accrued. 15 paid holidays annually. Employer-paid life insurance. This position qualifies for CalPERS retirement. The employee contribution rate for CalPERS is either 7% or 8% of monthly earnings depending on the membership date. This position also contributes to Social Security. The contribution rate for Social Security is 6.2% of monthly earnings.

DEFINITION:
Under the direction of the Superintendent, the Director of Communications develops and implements strategic communications, public information, marketing, and awareness activities to increase the value of the County Office of Education programs and services for internal and external audiences. The Director of Communications focuses on establishing community-based relationships with school districts/county offices of education, government entities, and non-profit organizations to enhance opportunities for youth in the county. The Director of Communications manages Butte County Office of Education’s (BCOE) social media, branding, and public information activities and oversees, trains, and coordinates BCOE-affiliated social media platforms managed by BCOE employees. The Director of Communications coordinates with the County of Butte Public Information Office when necessary and oversees media preproduction, production, and web services management. In addition to direct responsibilities with the County Office, the Director of Communications provides technical support and advice to Butte County districts and charter schools for their public information needs. The Director of Communications works closely with Cabinet as an advocate and advisor for their programs, services, and needs.
EXAMPLES OF DUTIES: (May include, but not limited to, the following)
- Prepare an overarching strategic communications plan
- Work with designated BCOE, Butte County District, or Charter School staff on matters of crisis to manage safety and appropriate information dissemination, messaging, and rapid management to ensure a timely and accurate flow of information
- Oversee and coordinate organization-wide development and implementation of advertising and marketing plans, including approval; maintain and expand the BCOE “brand;” oversee, and coordinate with division heads, departments, and programs in the development of specific marketing, advertising, promotional, and public relations campaigns and materials utilizing the Research, Planning, Implementation, and Evaluation (RPIE) method and retain final approval
- Assist the Superintendent, BCOE Cabinet, and management team, in responding to and crafting proactive news while also being responsive to media, elected officials, and the public at large
- Execute and oversee the creation and production of communication projects, not limited to preparing, conducting, and/or disseminating a wide variety of public information regarding BCOE business, including news releases, press conferences, interviews, public service announcements, articles, special presentations, and related materials
- Provide tactical communication training and one-on-one support to the BCOE Cabinet and management team
- Work closely with BCOE Cabinet and management team to coordinate or promote programs and services
- Perform research and use data analytics and business intelligence to support programs and services by raising awareness, demonstrating efficacy, revealing needs, or refining the approach
- Serve as a resource to Butte County Districts and Charter Schools for their media/public information needs
- Establish and maintain appropriate social media platforms, recognizing the uniqueness of each of the different audiences for each platform
- Coordinate internal communications and other activities to enhance employee relations; provide technical support and consultation to BCOE administrators and the Board of Education
- Serve as a resource to Cabinet and attend Cabinet meetings as requested
- Interpret educational issues and BCOE positions on issues to media and public; develop and maintain primary media contacts and activities
- Make recommendations to help program administrators coordinate existing BCOE services
- Direct BCOE-wide image and branding efforts and ensure compliance with institutional graphics standards, including Web Content Accessibility Guidelines (WCAG); review various publications for clarity, format, content, and conformity to printing and graphic standards
- Create and edit information for the web and regularly update web content, ensuring accessibility
- Direct, coordinate, or implement communication projects
- Direct and supervise communication staff and interns
- Prepare reports, media releases, and regular news summary communications for stakeholders
- Complete special projects and assignments as assigned
- Assists, as requested, with publicizing and the coordination of County Office events
QUALIFICATIONS:
Knowledge of:
- Principles and practices of developing and maintaining effective public and community, media, and school relations
- Exceptional oral and written communication skills that translate into accurate, succinct communications taking into consideration various communication/social media platforms
- Communication in critical situations (orally and in writing), preparing detailed, accurate reports as well as correspondence and media releases
- BCOE programs and services
- Butte County school districts and charter schools
- Federal and State education initiatives and trends
- Social media platforms including, but not limited to, Facebook, Instagram, YouTube
- Schools accountability systems and measures
- Technology currently available to collaborate and communicate information digitally
- Data management and analysis principles, practices, and tools
- Strategies to plan, organize, and direct communication services and training internally and externally

- Develop digital content which conforms to the latest WCAG guidelines for accessibility, as well as identify and remediate non-conforming content
- Schedule and effectively supervise the work of others
- Estimate time, materials, and cost of communication projects
EXPERIENCE AND TRAINING:
- Experience that demonstrates the ability to perform the duties described above. Typically, this would include a combination of the following:
- Bachelor’s Degree from an accredited college or university; degree in communications, public affairs, journalism, or a related field is preferred
- Five (5) years’ experience and demonstrated competence in marketing and brand strategy, communications, and web content
- Experience in project management and coordination of human capital
- Experience in a county office of education and school district coordination highly desirable
- Possession of, or willingness to obtain, Accreditation in Public Relations (APR) certification
