About the Position:

Under the general direction of the External Affairs Manager, a Staff Services Manager II, the Government Affairs Manager, a Staff Services Manager I, performs complex professional and technical tasks associated with legislative and public engagement. The incumbent resolves with the Deputy District Director of External Affairs and External Affairs manager highly sensitive issues and policies that involve other transportation entities, local elected officials, and the public. The incumbent handles highly confidential and sensitive matters and works quickly and independently to conduct research, prepare responses and brief the Deputy District Director of External Affairs on a wide variety of statewide transportation-related policies and programs in District 11. This position requires a high level of confidentiality that must be observed when addressing sensitive issues. This includes cultivating relationships with community leaders, policy makers, and their staff. In this role problem solves. Working with district staff across multiple functions, the incumbent will promote the integration of meaningful, equitable, and consistent engagement and outreach with the legislators and their staff, advocacy groups, transportation agency partners, and stakeholders. As part of the larger External Affairs team, the incumbent oversees, reviews the plans, write ups, edits, and presentations, analyzes legislation, writes advisories, social media, bulletins, fact sheets, speaking points, and correspondence. Facilitates information and idea sharing between Caltrans District 11 and policy makers and staff. Ensures implementation of statewide Department and District Legislative Affairs protocols.
